Position Overview

We are pleased to announce a remarkable opportunity for a seasoned Midwife to step into the pivotal role of Quality and Governance Matron within our esteemed organization.

Our Maternity Services have embarked on a transformative journey, bolstered by a newly appointed leadership team and enhanced investment in key leadership positions.

This strategic investment includes the addition of midwifery roles aimed at strengthening our Governance framework, making this an exciting phase for prospective candidates.

The Quality & Governance Matron will spearhead, coordinate, and provide expert guidance on all facets of clinical quality, risk management, and governance protocols throughout maternity services. The team is well-equipped, and the successful candidate will collaborate closely with the maternity leadership team to ensure that lessons learned from incidents and patient feedback are effectively integrated into our service delivery.

The role will involve reviewing, defining, scoping, planning, managing, and executing initiatives related to the quality agenda for maternity services.

We have implemented an Integrated Performance Report that serves as a benchmark for our service, and we anticipate the establishment of further clear outcome measures to ensure compliance with both local and national standards and policies.

Key Responsibilities

The Quality and Governance Matron will:

  • Lead, coordinate, and advise on all aspects of clinical quality, risk management, and governance processes within Maternity services.
  • Review, define, scope, plan, manage, and deliver activities associated with the quality agenda for Maternity and Midwifery services, ensuring systems and processes consistently meet established standards.
  • Champion key initiatives such as NHS Resolution Maternity Safety Actions (CNST).
  • Exhibit strong leadership and serve as a credible role model with extensive clinical expertise and a thorough understanding of governance processes.
  • Oversee investigations into serious incidents and potential litigation cases, ensuring timely and thorough investigations are conducted.
  • Implement, monitor, and refine the maternity clinical risk management strategy in alignment with the Trust's overarching clinical risk management framework.
  • Lead the Maternity Risk and Governance team, including the Quality Improvement Midwife and Bereavement team, while providing leadership and support for governance activities within maternity services.

Detailed Responsibilities

The successful candidate will collaborate with the Head of Midwifery, Deputy Head of Midwifery, Consultant Midwife, Maternity Quality & Workforce Matron, and Associate Director of Improvement in Maternity to:

  • Engage with the Clinical Lead, Senior Maternity Management Team, obstetricians, and Maternity Voices Partnership to ensure a responsive quality service.
  • Effectively communicate the Maternity Risk and Governance Strategy to all staff, translating it into operational practice.
  • Support investigations into incidents, including drafting reports and learning responses.
  • Conduct regular reviews of reported incidents and evaluate action plans to ensure recommendations are implemented.
  • Develop action plans to mitigate risks, identifying necessary resources and changes in clinical practice.
  • Maintain a structured program to uphold CNST safety standards within Maternity.
  • Ensure a robust performance management framework is in place to address all aspects of risk management and clinical governance.
  • Maintain the Maternity/Obstetric aspects of the Risk register, collaborating with clinical staff to identify and assess risks.
  • Monitor Maternity risks and update risk status as necessary.
  • Act as a clinical role model, promoting professional standards and collaborating closely with the multidisciplinary team.
  • Coordinate the Maternity Governance Committee, Maternity Incident Review and Escalation forum, and Labour Ward Forum.
  • Be visible and approachable to staff, patients, and their families, fostering open communication and effective assessments of care delivery.
  • Provide support and advice to staff during duty hours, and assist with clinical responsibilities as needed.
  • Engage in extended hour roles to support the quality agenda throughout the 24-hour care period.
  • Develop Clinical Risk Management initiatives and strategies.
  • Collaborate with the Consultant Midwife to identify and implement quality improvement initiatives.
  • Conduct thorough investigations into incidents in line with the Trust Patient Safety Incident Response Plan.
  • Liaise with Trust-wide and external stakeholders to ensure compliance with national and local requirements for Patient Safety Incident Response Investigations.
  • Provide necessary statistics and high-level reports related to quality, risk, and governance.
  • Assist the Legal Department in managing litigation cases, providing necessary support and documentation.
  • Oversee the Maternity program of audit and guideline management, ensuring governance is maintained during any changes in practice.
  • Identify external recommendations, perform gap analyses, and monitor action plans to address identified gaps.
  • Report to and collaborate with MBRRACE, PMRT, HSIB, and NHS Resolutions.
  • Serve as a UKOSS lead.
