Job Summary

The Chemonics Research Fund Manager will support the delivery of the entire awards lifecycle, including but not limited to: award design, solicitation, selection, implementation, monitoring, uptake, and closeout. They will ensure compliance with Chemonics' Research Fund Manual and FCDO rules and regulations, as well as any specialised requirements of the programme.

Key Responsibilities

  • Research Grant Management and Systems Improvement
    • Work closely with the XCEPT Research Fund & Uptake Director and serve as a resource for all matters pertaining to developing and managing research commissioning and Fund grants and awards.
    • Manage procedures relating to grant solicitation and selection, due diligence assessments, implementation, monitoring and evaluation, and close-out, including preparation and execution of grant documents compliant with FCDO and Chemonics policies and procedures;
    • Schedule and lead Fund meetings, prepare agendas, and capture notes as appropriate;
  • Manage Financial Procedures
    • Manage the budgetary and financial aspects of proposals and awarded grants, including review of budget estimates for allocability, reasonableness, and consistency, and disbursement procedures.
    • Lead regular forecasting for Fund budget and support the XCEPT Research Fund & Uptake Director and XCEPT leadership team in programme budgeting processes as requested;
  • Research Commissioning and Management
    • Support the XCEPT team with commissioning new projects that align with XCEPT's strategic objectives, thematic, and geographic priorities, including through developing ideas, drafting terms of reference, and cultivating a network of research organisations and researchers;
    • Supervise, mentor, train and evaluate supervisees while supporting with the onboarding and management of a pool of research managers, including backstopping them where necessary, for example in relation to risk, finance, and compliance;
    • Coordinate with research managers and the XCEPT publications and comms teams to develop communications materials and manage editors, peer reviewers, and communications advisors to support calls for proposals, research delivery, and uptake;
  • Support Capacity Building for Future and Current Awardees
    • Support the Fund Director and XCEPT leadership team to develop and implement a capacity building strategy for grantees, including advisory support, training sessions, mentoring, and guidance on quality assurance and award lifecycle management, as appropriate.
    • Support the Fund Director to develop an XCEPT community of practice to cultivate international research collaboration;
  • Leadership
    • Promote XCEPT and Chemonics by attending external events, networking with clients and counterparts; articulating a solid understanding of Chemonics' past and present Funds management portfolio; effectively representing the organisation's history, values, and standards; and identifying and developing new opportunities;

Requirements

  • Bachelor's degree or equivalent work experience
  • Minimum 5 years of relevant administrative or professional work experience
  • Experience managing research fund or grant processes is essential
  • Experience reviewing due diligence assessments of potential subcontractors, awardees, or grantees would be an advantage
  • Experience reviewing finance/invoice packages would be an advantage
  • Experience managing an FCDO-funded programme would be an advantage
  • Experience designing, commissioning and/or managing the delivery of research would be an advantage
  • Strong written skills, especially in terms of writing concisely for a policy and programmatic audience
  • Demonstrated experience multitasking with strong attention to detail, organisation, and time management skills
  • Demonstrated experience following standard practices and procedures, receiving general instruction and supervision, and contributing to projects and initiatives
  • Works independently and as part of a team
  • Demonstrated resourcefulness in problem solving and initiative to learn new skills
  • Strong knowledge of Microsoft Office applications, with proficiency in PowerPoint, Word, and Excel an advantage
  • English language proficiency
  • Willingness to travel for up to 8 weeks per year
