Special Educational Needs Team Lead

Job Summary:
The Portsmouth City Council is seeking a highly skilled and experienced professional to lead the Special Educational Needs (SEN) team. As a key member of the council's education and health department, you will be responsible for overseeing the Education, Health and Care (EHC) needs assessment process, securing and monitoring special educational provision and placement, and reviewing Education, Health and Care Plans for children and young people.
Key Responsibilities:
- Manage complex casework, complaints, mediations, and appeals to the First Tier Tribunal (SENDIST) and attend and present at high-level meetings to problem-solve and move cases forward.
- Manage a team of SEND Advisers and SEN Caseworkers, ensuring their work is carried out to a high standard and supporting their professional development.
- Advise, support, monitor, and challenge schools on the development and delivery of special educational needs provision and policies to ensure vulnerable learners achieve good or better outcomes.
- Work closely with a range of other agencies concerned with the welfare of children and young people, including Social Care and the Virtual School.
- Deliver training on SEN-related topics and recruit, induct, train, and develop staff to ensure a high-quality service.
Requirements:
- A level 5 qualification or higher in Education, Social Care, or equivalent, and/or significant experience of working with children, young people, and families in an education, health, or social care environment with a focus on special educational needs.
- Specific and detailed knowledge and understanding of the role of the local authority in relation to special educational needs and disability, including current legislation and policies affecting children, young people with SEN, and their families.
- The ability to engage positively with children, young people, and their families who have a learning difficulty and/or disability within the education, training, health, or care sectors.
