Job Overview

The Making Tax Digital Programme (MTD) represents a significant shift in tax processes aimed at modernizing the UK business landscape. This is an exceptional opportunity to engage in a pivotal Government transformation initiative, recognized as a top priority within HMRC's Tax Administration Strategy. The programme is integral to the Government Major Projects Portfolio (GMPP) and garners substantial interest across various sectors, including political, business, and taxation domains. Our mission is to enhance customer service delivery, fundamentally altering how millions of businesses and landlords manage their tax obligations by transitioning from traditional annual tax returns to streamlined digital record-keeping and quarterly updates. MTD aims to simplify tax compliance for individuals and businesses, thereby minimizing tax loss due to preventable errors.

Key Responsibilities

  • Lead and cultivate a robust, delivery-oriented programme team, providing direction to larger, multi-disciplinary groups to ensure successful outcomes.
  • Establish success metrics, implement project controls, and take accountability for performance. Regularly monitor progress, engage with assurance processes, and act on recommendations.
  • Formulate effective programme plans, control frameworks, and strategic initiatives. Foster a culture of continuous improvement in programme management practices and standards. Promote innovation and leverage past experiences to identify interdependencies and opportunities across programmes.
  • Oversee the creation of the business case, ensuring alignment with senior stakeholders and securing agreement through relevant governance boards.
  • Manage the comprehensive programme plan and oversee all aspects of planning for Making Tax Digital.
  • Develop and negotiate programme budgets, forecasting actual expenditures against these budgets.
  • Assess future programme capacity and capability requirements, devising strategies to meet these needs.
  • Provide clear and effective leadership to achieve desired outcomes. Champion best practices in project management and guide the PMO through the Senior Leadership Team.
  • Monitor benefit realization and maximize advantages derived from the programme.
  • Create an environment conducive to project success, ensuring effective collaboration and management of dependencies. Deliver the benefits and outcomes outlined in the business case.
  • Quality assure the dependency management process, collaborating with senior stakeholders to resolve issues and act as a liaison between the programme and business governance.
  • Establish and uphold governance frameworks for project delivery, defining clear roles, responsibilities, and accountabilities in line with organizational practices. Monitor control effectiveness and ensure responsiveness to external review recommendations.
  • Implement protocols to define and adjust the programme's scope as necessary.

Candidate Profile

The ideal candidate will possess extensive experience in leading major transformations, demonstrating exceptional leadership skills and a strong focus on delivery.

Essential Qualifications:

  • Proven experience as a Programme Manager, successfully managing and delivering large-scale, complex programmes while adeptly balancing trade-offs and meeting tight deadlines.
  • Experience in leading a PMO within a large, complex organization.
  • Excellent communication skills, with a track record of influencing internal and external stakeholders to achieve mutually beneficial outcomes.
  • Inclusive leadership capabilities, with evidence of developing and motivating high-performing, diverse teams, fostering a culture of innovation and results.
  • Experience in managing business cases and budgets for large-scale programmes.
  • Strong understanding of Agile methodologies.

  • Recognized Project Management Certification.
