Job Summary:

CRA GROUP LIMITED is seeking a highly skilled Highways Asset Manager to lead the council's highway asset management service safely, effectively, and sustainably. The successful candidate will be responsible for providing technical expertise and accurate records, as well as advocating for continuous improvement and best practice.

Key Responsibilities:
  • Lead the development and maintenance of the multi-million pound annual and long-term plans for highway assets, including coordination and development of asset inventory data, condition data, deterioration modeling, lifecycle plans, whole-life costs, and service levels to meet national standards.
  • Develop, monitor, and review asset management policies and strategies, ensuring that appropriate data is collected and interpreted in a timely manner to influence decisions and support a proactive performance management culture.
  • Ensure the long-term planning of the authority's highways assets, owning, developing, and ensuring the delivery of the requirements of the Highway Asset Management Framework, Highway Asset Management Strategy, Highway Asset Management Policy, Highway Asset Management Plan, and Highway Asset Management Procedures.
  • Work in partnership with contractors to identify opportunities and plans that will be quality-focused, resulting in reduced costs and increased efficiencies.
Requirements:
  • Extensive experience within the Highways and Transport sector, with developed knowledge and understanding of asset management software, industry codes of practice, processes, and procedures.
  • Experience working across the Highways department, as well as other relevant departments, with elected members, contractors, and other stakeholders to deliver positive outcomes.
  • Proven technical experience in a highway or civil engineering-related field, with evidence of continuous professional development and industry-related knowledge in the highway environment.
  • Level 5 qualification requirements, including applied and theoretical knowledge through relevant experience associated with a professional or academic qualification of equivalent professional technical qualifications where required.
