Job Description

Venesky-Brown's client, a public sector organisation, is seeking a Housing Services Manager to lead the management of housing services areas. This is a 12-month contract with a rate of £40 per hour (Umbrella) or £30.77 per hour (PAYE).

This role will involve hybrid working with 2 days onsite per week.

Key Responsibilities:

1. Leadership and Management

Be an effective, customer-focused leader responsible for the management of housing services areas.

Provide leadership to ensure that officers are empowered to realise their potential and take ownership of their work.

Manage non-performance effectively and in a timely manner.

2. Project Management

Manage complex housing-related projects that inform and facilitate the delivery of the housing service plan, Housing Strategy, and the Housing Revenue Account business plan.

3. Collaboration and Partnerships

Work collaboratively with a diverse range of partners for mutual benefit and deliver outcomes required by the Council's priorities.

4. Service Improvement

Develop processes collectively with other managers in the service and corporate teams to implement service improvement changes for the customer and the Council.

5. Contract Management

Procure, monitor, and manage contracts relevant to the service.

6. Reporting and Communication

Prepare reports for a variety of stakeholders, including the Leadership Team and Elected Members, as requested by the Head of Service or Leadership Team.

7. Estates Management

Oversee the implementation and management of estates management/neighbourhood inspections to ensure any issues are picked up and dealt with effectively.

8. Tenant Involvement

Support the development and delivery of tenant/resident involvement initiatives to empower tenants and hold the service to account for excellent service delivery and community outcomes.

9. Partnerships and Links

Take a lead on instigating and developing links and partnerships with other local authorities, private, public, and community and voluntary sector organisations to deliver the Council's plans for the housing service.

10. Team Management

Effectively manage and develop teams by mentoring, motivating, coaching, and leading the teams to ensure the service is delivered.

11. Customer Care

Ensure the provision of good customer care and customer services in line with the Council's 'CAN DO' values and Equality and Diversity policies.

12. Budget Management

Plan and manage budgets (capital and revenue) relating to the service area in conjunction with the Chief Officer.

13. ICT Development

Work with the Council's ICT service to develop and implement technological solutions that continue to meet the needs of the landlord management function.

14. Transformational Change

Contribute to and in some cases, lead transformational change in own area and across the rest of the service to ensure the customer journey is joined up.

15. Leadership and Vision

Demonstrate commitment, vision, and leadership to delivery of the housing management service.

Demonstratable successful change management experience in housing, or a related field.

3. Team Management

Management and supervisory experience in managing teams successfully.

4. Housing Knowledge

Demonstrable working knowledge of housing and relevant legislations and how it is developing.

5. Housing Management

Experience of housing management of general needs and independent living types of accommodation.

6. Achievement

A successful track record of achievement in the relevant service area in a challenging organisation.

7. Corporate Projects

The delivery of significant corporate and service-specific projects which combine a number of cross-cutting areas.

8. Partnerships

Involvement in partnerships with other local authorities, community and voluntary sector, and statutory agencies.

9. Leadership and Motivation

Ability to lead, motivate, and empower teams that work within the service and other cross-cutting areas.

To operate flexibly in the face of new demands and within a challenging environment.

To innovate in response to new housing requirements and circumstances, converting ideas into practical actions.
