About the Role

Venesky-Brown's client, a public sector organisation, is seeking a Housing Services Manager to lead the management of housing services areas. This is an initial 12-month contract with a rate of £40 per hour (Umbrella) or £30.77 per hour (PAYE).

This role will involve hybrid working with 2 days onsite per week.

Key Responsibilities:

  • Provide effective leadership to ensure the management of housing services areas within the remit of the role.
  • Empower officers to realise their potential and take ownership of their work, addressing non-performance in a timely manner.
  • Manage complex housing-related projects that inform and facilitate the delivery of the housing service plan, Housing Strategy, and the Housing Revenue Account business plan.
  • Collaborate with diverse partners for mutual benefit and deliver outcomes required by the Council's priorities.
  • Work with other managers to develop processes and implement service improvement changes for the customer and the Council.
  • Procure, monitor, and manage contracts relevant to the service.
  • Deliver a value-for-money service that is fit for purpose and in accordance with regulatory requirements, policies, and procedures.
  • Prepare reports for stakeholders, including the Leadership Team and Elected Members, as requested.
  • Execute the client role to ensure excellent service delivery in respect of property repairs services.
  • Oversee the implementation and management of estates management/neighbourhood inspections.
  • Support the development and delivery of tenant/resident involvement initiatives.
  • Lead on instigating and developing links and partnerships with other local authorities, private, public, and community/voluntary sector organisations.
  • Manage and develop teams by mentoring, motivating, coaching, and leading to ensure service delivery.
  • Ensure good customer care and customer services in line with the Council's 'CAN DO' values and Equality and Diversity policies.
  • Knowledge of relevant housing legislation and regulatory requirements for management of the service.
  • Plan and manage budgets (capital and revenue) relating to the service area in conjunction with the Chief Officer.
  • Work with the Council's ICT service to develop and implement technological solutions.
  • Contribute to and lead transformational change in own area and across the service to ensure the customer journey is joined up.
  • Demonstrate commitment, vision, and leadership to delivery of the housing management service.

Essential Skills:

  • Demonstrable leadership skills and behaviours.
  • Demonstratable successful change management experience in housing or a related field.
  • Management and supervisory experience in managing teams successfully.
  • Demonstrable working knowledge of housing and relevant legislations and how it is developing.
  • Experience of housing management of general needs and independent living types of accommodation.
  • A successful track record of achievement in the relevant service area in a challenging organisation.
  • The delivery of significant corporate and service-specific projects combining cross-cutting areas.
  • Involvement in partnerships with other local authorities, community, and voluntary sector, and statutory agencies.
  • Ability to lead, motivate, and empower teams.
