Position Overview

Situated in the vibrant Northwest of England, St Helens is a town rich in cultural and recreational offerings, complemented by its unique industrial history. St Helens Borough Council is recognized for its outstanding planning services and plays a pivotal role within the Liverpool City Region.

We are currently addressing a diverse array of planning challenges, striving to balance the demands of significant new developments with the preservation of the Borough's green spaces and environmental resources. Our recently adopted Local Plan sets forth ambitious goals.

This Local Plan encompasses site allocations for development, notably the Bold Forest Garden Village, which includes plans for approximately 3,000 residential units and the necessary supporting infrastructure. This represents the largest residential allocation within the Borough and is crucial for the Liverpool City Region. The development of a masterplan for this site is essential to facilitate the delivery of a high-quality, well-designed, and sustainable community.

Role Responsibilities

As a Senior Urban Planning Officer, you will spearhead the creation of the Bold Forest Garden Village Masterplan Framework and oversee subsequent site development, supported by a dedicated Masterplanning Officer and the broader Planning Service. Your role will emphasize project management, fostering collaboration with colleagues and key stakeholders, engaging with the public, and supervising technical consultants throughout the detailed masterplanning process.

Essential qualifications include a solid understanding of current planning legislation, guidelines, and procedures, alongside a genuine enthusiasm for the successful execution of strategic sites. Exceptional communication skills are necessary for engaging with diverse audiences. You should be capable of working independently under tight deadlines while being an effective team player, possessing negotiation, persuasion, analytical, and decision-making skills. Experience in a town planning team or a related field will be advantageous.
