Associate Director of Mental Health and Learning Disabilities Commissioning

We are seeking an experienced and skilled Associate Director of Mental Health and Learning Disabilities Commissioning to join our team at NHS Somerset Integrated Care Board. The successful candidate will provide strategic leadership and drive joined-up responsibilities to deliver high-quality mental health and learning disabilities services to the people of Somerset.
The Associate Director will work closely with other associate directors, directors, and senior managers to set the strategy for mental health, learning disabilities, and autism commissioning, ensuring that it delivers the required outcomes for the local population. They will lead the commissioning, service redesign, and transformation in all areas of mental health, learning disabilities, and autism services, working collaboratively with system partners.
The postholder will be responsible for implementing agreed joint commissioning arrangements and processes for mental health, learning disabilities, and autism, ensuring robust processes and governance arrangements are in place. They will also be assigned to a locality area to forge relationships within that locality and commission services at a defined neighbourhood level.
Main Responsibilities- Provide leadership to the designated locality to enable localities to focus on the development of models of care, working in partnership with quality and primary care teams within the ICB to ensure models and pathways adopt best practice.
- Ensure commissioning plans are produced in line with national and local timescales and are monitored regularly and appropriately.
- Lead and undertake actions outlined in the strategic commissioning framework to ensure the needs of the local population are considered in service redesign.
- Be accountable for defining and delivering agreed commissioning and locality priorities.
- Lead and provide expertise in designated areas of commissioning responsibility and lead the development of the team, encouraging an inclusive and supportive working environment.
- Work with staff and clinicians across the system to ensure policy is embedded throughout the organisation and the impact on other functions is identified and addressed in a developmental and integrated way.
- Use effective communication, negotiation, and influencing skills to enable effective change management with stakeholders at all levels who may hold differing and contentious views.
- Identify areas of opportunity for efficiency and productivity gains that contribute to the overall financial plan within the system.
- Work with system partners to prioritise and develop system transformation to ensure the sustainability of services reflecting best practice and national policy.
- Develop, monitor, implement, and evaluate programme project plans and produce comprehensive reports.
- Matrix work with other Locality and Transformation teams and relevant teams/individuals across the ICB and the system.
- Deputise where necessary for the Director of Localities and Strategic Commissioning or Deputy Director of Strategic Commissioning.
- Masters Degree qualification in leadership or management.
- Evidence of continued professional development.
NHS Somerset Integrated Care Board is the statutory NHS organisation responsible for implementing a health and care strategy developed by the Integrated Care Partnership. We offer flexible working from your first day of employment and an agile approach to home/office-based working. Please note that you will be required to work from our HQ, Wynford House in Yeovil for 2/3 days per week and that elements of the role may require you to travel to other locations across Somerset to attend in-person meetings and meet the needs of the service.
