We are seeking a highly skilled Learning and Development Manager to join our team at the Gambling Commission. As a key member of our People Services team, you will play a critical role in developing and delivering a comprehensive learning and development strategy that enhances organizational capabilities.
Key Responsibilities- Develop and implement a learning and development strategy that incorporates digital and creative solutions to meet both strategic and operational business needs.
- Lead the Learning and Development team, ensuring high performance and alignment with strategic goals.
- Conduct learning needs analysis to identify knowledge, skill, and capability requirements aligned to workforce planning.
- Design and oversee the learning and development offer and programs to support talent development.
- Manage the efficient and effective delivery of the L&D offer, using evaluation processes to demonstrate impact and value for money.
- Capture, manage, and report learning and development data to inform business decisions.
- Contribute to change initiatives and projects where learning and development needs are required to manage change and transition for colleagues.
- Proven experience of designing and implementing a learning and development strategy.
- Strong leadership and team management skills, capable of motivating others and driving change.
- Experience of managing a centralized budget and ensuring effective service delivery to deliver value for money.
- Positive, motivational style, role modeling a growth and learning mindset.
- Significant experience in the design and development of learning solutions to meet both strategic and operational business needs.
- Excellent stakeholder management and communication skills, capable of engaging with executive colleagues.
- Highly organized and able to manage a broad portfolio of activities.
- Confident working with data and possessing analytical skills to obtain insights from data.
- Experience in using digital solutions to design and deliver effective development products and services.
- Experience in the management of Apprenticeships and familiarity with apprenticeship levy management.

The Gambling Commission is committed to safeguarding the public against any detrimental impact brought about by gambling. We do this by keeping crime out, protecting children and vulnerable people, and ensuring the commercial gambling industry is run fairly and openly.
We work with the legal system, the public health system, community groups, and the industry itself to understand how we can protect the interests of as many people as possible, as effectively as possible.
