About the Treasury Legal Affairs Division

The Treasury Legal Affairs Division is tasked with delivering legal expertise to HM Treasury (HMT), the Cabinet Office concerning public sector pensions, and various agencies under HMT's purview.

Our mission is to assist HMT in fulfilling its strategic objectives. We are a dynamic team of legal professionals working closely with our clients in collaborative office environments.

About the Treasury Legal Affairs Team

The Treasury Legal Affairs team comprises around 100 members, organized into six specialized legal teams along with a Business Management Team. Each legal team is led by a deputy director.

A deputy legal director oversees three teams focused on the regulation of financial services markets and industries, while the remaining teams address areas such as financial sanctions, international trade negotiations, and public sector legal matters.

A Knowledge Development Lawyer, supported by a paralegal, collaborates with all teams on training and knowledge sharing initiatives. Other corporate functions, including staff engagement and diversity initiatives, are supported by cross-division groups.

The Business Management Team offers essential support to all legal teams regarding budgeting, finance, human resources, and operational management.

Role Purpose

The role is to provide legal leadership within the Treasury Legal Affairs Division and contribute to the strategic direction and management of the Government Legal Department (GLD), ensuring the achievement of core objectives and upholding the organization’s values. The successful candidate will collaborate closely with other legal professionals and policy colleagues.

Key Responsibilities

  • Deliver high-quality legal counsel to HMT, including direct provision of advice when necessary.
  • Foster an environment where legal analysis is seamlessly integrated into HMT's decision-making processes.
  • Exhibit exceptional leadership to team members, mentoring and developing their skills.
  • Contribute to the broader leadership of GLD to ensure the delivery of outstanding legal services to the government.

Successful candidates must obtain security clearance to SC level prior to starting the role and will be required to undergo Developed Vetting (DV) thereafter.

Candidate Profile

To qualify for this position, candidates must be qualified to practice as a solicitor, barrister, or Chartered Legal Executive in England and Wales, including overseas lawyers with necessary exemptions.

It is essential to provide evidence and examples in your CV and Statement of Suitability that demonstrate your capabilities against the following criteria:

  • Experience in providing authoritative, risk-based legal advice with a strong background in financial services law or significant public law experience.
  • Outstanding communication skills with the ability to build credibility with senior officials and foster collaborative relationships.
  • Proven ability to manage workloads and resources effectively, ensuring service delivery and value for money.
  • Leadership skills to inspire and empower a diverse team, promoting a culture of continuous learning and knowledge sharing.
  • A commitment to diversity and creating an inclusive work environment, aligned with core Civil Service values.

Qualifications

Candidates should possess a minimum of a 2:1 honours degree in any subject or an equivalent overseas qualification. GLD may consider applicants without a degree if they can demonstrate equivalent high-level academic or professional achievements.

Professional entry criteria for Chartered Legal Executives apply, including specific academic requirements for foundation subjects in law.
