About Research England

The Research Directorate of Research England oversees the management of the Council's research funding and policy initiatives. The funding team is responsible for all facets of research financing to Higher Education Providers (HEPs) in England, including formula-based Strategic Institutional Research Funding (SIRF), competitive funding programs, and specialized funding arrangements.

Role Purpose

This newly established position is pivotal to the operations of the Research Directorate. Collaborating closely with the Research England analysis team and other colleagues, you will spearhead the development, examination, and application of evidence related to research within the Higher Education framework in England.

You will cultivate a comprehensive understanding of the nature and structure of research data and evidence, including REF data and additional insights on research performance, the SIRF funding model, and broader policy initiatives, encompassing data on the research workforce. This knowledge will be utilized to support policy formulation and to devise innovative funding and delivery strategies.

Main Responsibilities

  • Develop and sustain an in-depth knowledge of research policy and provide authoritative advice on analytical interpretations, effectively communicating key points to diverse audiences.
  • Lead policy analysis focused on research culture, including assessments related to personnel, equity, diversity, and the research environment.
  • Deliver presentations and facilitate discussions at external meetings concerning research evidence and policy.
  • Contribute to briefing materials and advisory documents for Government/DSIT and senior Research England and UKRI colleagues, taking a leading role in analytical areas related to research policy.
  • Evaluate and accurately present complex quantitative evidence in the context of policy development.
  • Manage internal projects, including overseeing expert researchers and collaborating closely with statisticians.
  • Represent Research England/UKRI at external meetings and present findings to outside groups.

Candidate Profile

Essential Qualifications

  • Proven knowledge and understanding of UK research and higher education policy, including formula-based approaches to Research and/or Knowledge Exchange funding.
  • Exceptional communication skills, with the ability to convey complex topics clearly and concisely to individuals at all levels, including technical analysts.
  • Experience collaborating effectively with a variety of stakeholders, including government bodies, institutions, and academic experts, with the capacity to represent Research England and UKRI at meetings and events.
  • Strong organizational and project management capabilities, particularly in relation to commissioning external evaluations and evidence collection.

Benefits
