The Greater London Authority (GLA) is seeking a highly skilled Senior Economic Analyst to deliver comprehensive economic insights, assessments, and recommendations that will shape the GLA's strategies and policies regarding skills and employment. This role emphasizes the importance of enhancing the GLA's ongoing responsibilities in skills provision and funding.

The successful candidate will spearhead research initiatives and projects commissioned by the GLA, often collaborating with various organizations and sectors to achieve common goals.

A key responsibility will be to analyze extensive administrative datasets, including the Individualised Learning Record (ILR) and Longitudinal Education Outcomes (LEO) datasets, to derive meaningful insights.

The role will also involve identifying the GLA's data needs to effectively reconfigure post-16 skills provision in London. Additionally, the candidate will contribute to the development of a more transparent data approach concerning skills, qualifications, progression, and earnings, ensuring that data privacy is respected.

The GLA aims to maintain its reputation as a credible and respected source of reliable data, information, and analysis regarding London's skills supply and labor market dynamics. The successful candidate will assist in disseminating valuable insights to policymakers and stakeholders.

Key Responsibilities:

  1. Deliver high-quality analysis, evaluation, and assessments to support the team's advisory role in shaping education and skills policies and funding, particularly in relation to the AEB/ASF priorities in London.
  2. Oversee the provision of data and insights necessary for the GLA's approach to post-16 skills reforms and future adult skills funding commissioning.
  3. Facilitate the external publication of AEB/ASF program data, ensuring that releases are informative, transparent, and statistically sound.
  4. Present data and insights to senior management and stakeholders through written reports, presentations, and by organizing seminars and conferences.
  5. Conduct objective analysis and meta-analysis of evidence from evaluations and performance-related data, including cost-benefit analysis and return on investment assessments.
  6. Collaborate with the Supervisory Economist and team members to review and analyze economic data, identifying key trends relevant to education and skills policy development.
  7. Stay informed about London's skills and labor market, as well as regional, national, and international trends that impact it, ensuring the GLA is recognized as a leading source of data and analysis.
  8. Manage allocated staff and resources in accordance with the Authority's policies and ethical standards.
  9. Promote equality of opportunity and address the diverse needs of London's communities.
  10. Embrace a flexible work approach, participating in cross-departmental and multi-agency projects.

Qualifications and Experience:

  1. A degree or professional qualification in economics or a related field, preferably at the postgraduate level, or equivalent professional experience.
  2. Proven experience in conducting research and complex analysis to inform policy and strategy development, with familiarity in working with datasets such as the Individualised Learner Record.
  3. Strong computer skills, including proficiency in project management, spreadsheet, database, and presentation software, as well as specialized statistical software (e.g., Python, R, SQL, Stata) for analysis.
  4. Excellent verbal and written communication skills, with the ability to convey complex information effectively to diverse audiences, including through data visualization.
  5. Broad understanding of labor markets and education policy in London, or the ability to quickly acquire expertise in relevant areas.
  6. Demonstrated ability to lead and collaborate on multi-disciplinary, multi-agency projects.
