· This role is crucial in delivering strategic financial guidance across the Council's services.
· The successful candidate will collaborate with service leadership teams to enhance, critically assess, and support service initiatives and project execution while overseeing operational performance for the business partnering team.
· Evaluate scenarios from a financial and commercial viewpoint; provide sound financial counsel to aid in complex business resolutions.
· Business Partners will engage closely with stakeholders to optimize the use of limited financial resources, offering strategic financial insights and support as needed.
· Respond to governmental and professional consultations, implement best practice frameworks, and fulfill any additional requirements.
· The primary responsibility of the post-holder is to ensure an effective Business Partnering function within the council and contribute to the formulation of policies, activities, and service enhancements necessary for this function.
· Business Partners will ensure that finance personnel deliver services efficiently within a professional business framework.
· The post-holder will possess a comprehensive body of theoretical and practical knowledge.
· Provide guidance and support that reflects depth of expertise, customer orientation, and accountability for revenue monitoring, capital oversight, budget formulation (both revenue and capital), Medium Term Financial Strategy (MTFS) development, and account closure.
· This role will support the council's leadership at all levels and devise strategic responses to the financial challenges faced by the services being supported.
Key Responsibilities:
· Lead the provision of financial advice and support for the specified service area, particularly regarding revenue and capital monitoring, budget formulation, and account closure processes.
· Ensure that financial information is relevant, balanced, and presented to decision-makers at the appropriate level.
· Utilize financial data analytics where applicable to enhance budget monitoring and long-term financial planning.
· Collaborate with services to ensure the accuracy of information entered into systems and proper responses to system outputs.
· Regularly engage with the designated service to integrate into the management team and develop a thorough understanding of the supported service area.
· Ensure that managers within the supported service areas receive the necessary financial management training to perform effectively and are aware of Financial Regulations and the approval process for decision-making.
· Continuously assess, update, and report on identified financial risks and opportunities within the supported delivery unit or commissioning area, advising on risk mitigation and opportunity exploitation.
· Inform the Strategic Business Partners of any issues that should be escalated to the Chief Financial Officer regarding funding, financial management, and accounting requirements for the services under the post-holder's responsibility.
· Work closely with Strategic Business Partners to contribute to the development of the Integra Financial Management System, collaborating with designated service areas and the team responsible for system maintenance and enhancement.
· Lead, manage, and inspire staff through effective communication, professional guidance, support, and development in line with the council's policies and procedures.
· Maintain a customer-focused approach and promote self-service while reducing finance support.
· Provide advice and support to Members, management board, directors, and deputy directors on a wide range of issues relevant to the role.
· Ensure robust financial support for programs and projects.
· Undertake any additional tasks, duties, and responsibilities as directed and appropriate to the role's grade.
· Act as a deputy for the Strategic Business Partner as required.
Essential Experience:
· Experience in accounting and budgeting, with a solid understanding of the local government finance framework, accounting principles, statutory requirements, and relevant codes of practice.
· Awareness of the key challenges facing local government and an understanding of the national policy landscape and future directions for local authorities.
· Strong interpersonal, communication, and presentation skills, with a proven ability to effectively engage a diverse range of audiences, both financial and non-financial, throughout the organization.
· Experience attending Member Committees and/or corporate/board meetings, as well as conducting financial appraisals, modeling techniques, and developing business cases.
· Proven staff management experience with the capability to lead and develop a team in a relevant service accounting context.
· Experience in delivering change initiatives.
Essential Qualifications:
· Qualified CCAB Accountant or equivalent relevant finance qualification.
· Commitment to Continuing Professional Development.
Responsible for:
· Daily management of up to 6 FTE.
· Providing financial management advice to service managers overseeing budgets of up to £200m.
Additional Information:
· This position is classified as Inside IR35.
