The role involves supporting the Housing Revenue Account (HRA) by taking a leading role in project and contract management. This position requires effective leadership and implementation of all aspects of project management, ensuring that new affordable homes are delivered within the set timelines and budget constraints.
Candidate Profile:
- Proficient in project and contract management.
- Strong organizational and time management capabilities.
- Exceptional written and verbal communication and negotiation skills.
- Experience in financial management, particularly in budget oversight.
- Able to handle a varied workload while meeting deadlines.
Key Responsibilities:
- Lead and implement all facets of project and contract management within substantial budgets, ensuring quality and adherence to timelines.
- Manage project and contract risks, maintaining comprehensive risk registers, cost trackers, and relevant documentation, while executing the risk management plan effectively.
- Prepare and deliver reports to senior management and stakeholders regarding project status, ensuring accurate information is available for decision-making and governance.
- Facilitate communication and engagement to foster positive relationships with local politicians, community councils, stakeholders, statutory bodies, and contractors to support project execution.
- Play a pivotal role in the Council's procurement policies, overseeing the tendering and commissioning processes for new build consultancy and contracts.
- Conduct financial and design viability assessments, optimizing access to grant funding while ensuring compliance with statutory design and regulatory standards, and maintaining financial sustainability of projects.
