Position Title: Purchasing Specialist

Location: West Bridgeford NG2

Contract Type: Temporary, ongoing

Working Hours: 37 hours per week

Role Overview: Service Care Solutions is in search of a dedicated and skilled Purchasing Specialist to become a vital part of our Procurement Centre.

The ideal candidate will oversee the procurement operations, spearheading the process of conducting mini-competitions through established National and Local framework agreements.

Additionally, the Purchasing Specialist will provide guidance and support to both corporate and departmental clients on optimal procurement practices, ensuring a comprehensive understanding of procurement regulations.


Key Responsibilities:

- Manage the procurement operations, including quotes and tenders that are classified as low risk and low/medium value across various goods and services, leading to contract awards.

- Collaborate with commissioners to develop and finalize service specifications.

- Lead the procurement process for mini-competitions through existing National and Local framework agreements, facilitating the awarding of contracts for the necessary supply of goods and services.

- Assist the Senior Procurement Officer with procurement processes for contracts exceeding OJEU threshold values.

- Prepare contract recommendation reports for contract awards and other necessary legislative documentation.

- Provide guidance and support to corporate and departmental clients on best procurement practices, ensuring awareness and understanding of procurement legislation.

- Monitor and report on supplier expenditures and category spending to aid Category Managers in developing strategic category strategies and enhancing procurement performance.

- Conduct research into supply markets, procurement activities in other public entities, and shifts in National strategy impacting procurement to support Category Managers in their strategic initiatives.

- Engage in procurement benchmarking activities with other public entities to assess the cost and quality of goods and services, ensuring value for money.

- Address and resolve supplier and customer inquiries promptly.


Qualifications:

- CIPS membership or equivalent relevant experience.

- A Level standard or equivalent education, or a minimum of 2 years of post-qualification commercial experience.

- Professional procurement experience within a complex organization, with direct stakeholder engagement.

- Experience in executing procurement activities in at least one category of expenditure.

- Ability to perform under pressure and meet deadlines.

- Proven track record of successfully completing project work.

- Experience in supporting complex projects with successful implementation outcomes.

- Familiarity with purchase order systems, such as SAP.

- Experience with e-procurement systems.
