Ideal Start Date: ASAP

Primary Objective:

To proficiently oversee the daily functions of the Council's Environmental Compliance Operations in alignment with the Council's directives, governance framework, operational protocols, and financial regulations, while advancing the Service in accordance with the established policies, practices, priorities, and standards set forth by the Council.


Key Responsibilities:

To manage the effective execution of the following statutory responsibilities undertaken by the team:

  • Investigation of statutory nuisances
  • Regulation of pollution control from industrial entities
  • Oversight of Clean Air Act compliance
  • Management of Private Water Supplies
  • Local Authority Air Quality initiatives
  • Contaminated Land assessments
  • Consultation for Licensing
  • Consultation for Planning Department

To ensure the provision of a high-quality, customer-centric, and cost-effective service by fostering a high-performance culture through effective personnel management, collaboration across services/directorates, and, where applicable, partnership engagement.

To be accountable for the efficient execution of duties commensurate with the professional qualifications of a certified Environmental Health Officer (EHRB registered).


Corporate Responsibilities:

To contribute to transformative change, promoting and supporting innovation, learning, and enhancement across all facets of the Council's operations.

To aid in the ongoing development and advocacy of a positive corporate culture that embodies the vision and values of the Council.

To collaborate in the formulation of policies and strategies, in partnership with relevant agencies/organizations, aimed at enhancing the social, economic, and environmental well-being of the community.


Service Responsibilities:

To ensure that the Council's corporate values, objectives, and policies are accurately interpreted and effectively integrated into the delivery processes for your service area.

In collaboration with your Service Director, to assist in the preparation and execution of the annual Service and Financial Plan for your area, actively monitoring expenditures using appropriate budgetary control systems and preparing Annual Business Plans as necessary.

To identify and implement enhancements that improve service delivery in alignment with the Council's stated values, priorities, and objectives, advocating for transformative change and ensuring that the service contributes to the Council's pursuit of excellence.

To oversee performance management within your service area, tracking all relevant national performance indicators and developing, managing, and reviewing local Performance Management Indicators and targets as needed, utilizing corporately approved performance management systems/procedures, identifying and planning future workforce needs, and managing allocated resources.

To ensure that relevant aspects of your service area are benchmarked to demonstrate improvements in cost-effectiveness and efficiency of service delivery.

To manage your staff's performance, motivating, guiding, supporting, monitoring, appraising, developing, and enhancing their skills, actively promoting their training and development, ensuring all receive the necessary training for their roles and can contribute effectively to the Service.

To represent your service area at service, directorate, and other senior-level meetings and working groups, preparing reports and attending internal meetings of the Council and meetings with external bodies as required.

To assist in negotiations with the Council's suppliers as appropriate to secure economic advantages and optimize value for money.

To ensure all Human Resources (HR) matters concerning your staff are managed effectively and in accordance with the Council's policies and procedures, addressing attendance, discipline issues, and all routine management matters (including leave, overtime, etc.) in line with the Council's agreed policies and procedures, consulting the Human Resources Service as necessary.


To conduct team briefings as required, in accordance with corporate arrangements.

To ensure that information systems for your service area are secure and operated in compliance with relevant legislation and the Council's policies and procedures.

To actively participate in the Council's risk management processes, including attending meetings of the Council's Risk Management Group as required.

To stay informed of relevant national, regional, and local policies to advise senior management and the Council on appropriate service delivery responses.

To contribute to any Internal or External Audit Programs and be responsible for implementing agreed audit recommendations relevant to your service area.

To assist in the development and maintenance of the Council's Emergency Plan, including the Business Continuity Plan for your service area.

To act as a deputy for your Service Director as required, particularly concerning issues related to your service area.


To undertake operational duties related to your service area as necessary to ensure efficient and effective service delivery and to perform specific tasks assigned by your Head of Service.


General Responsibilities:

To actively promote the achievements and values of the Council, both within your Service and externally.

To ensure that the Council complies fully with all legislative requirements related to your Service, including Health and Safety, Data Protection, and Freedom of Information.

To ensure that your service adheres to the Council's Data Quality Policy regarding all relevant data as appropriate.

To engage in the formal risk management process and control the risks inherent in your role, reporting any risk concerns to your Head of Service.

To take initiative in your personal and professional development, updating your knowledge and skills through appropriate means as agreed annually through the Council's Performance Appraisal Scheme.

To ensure that the principles of equality of opportunity are fully integrated and actively pursued within all areas of the Council's service provision and employment policies, practices, and procedures.

To undertake any other duties as may be reasonably allocated to the postholder, commensurate with the grading and responsibilities of the position.
