Job Overview:

Service Care Legal is seeking a Principal Accountant (Capital) to join a Local Authority in Devon. This pivotal role involves leading and managing a financial support service with a primary focus on the development and implementation of capital accounting practices.

The successful candidate will play a crucial role in ensuring compliance with capital regulations, particularly during the transition to a new ERP system.


Main Responsibilities:
  • Provide strategic financial management guidance to optimize the utilization of corporate capital resources and achieve capital objectives.
  • Support significant strategic initiatives, including the rollout of a new ERP system, by delivering capital management expertise.
  • Advise on financial and capital components of procurement processes, encompassing contract interpretation and business planning.
  • Lead the enhancement of capital business processes, emphasizing the monitoring of S106 agreements and financial frameworks.
  • Collaborate with senior management on strategic capital projects, offering insights on financial modeling, forecasting, and service delivery models.
  • Interpret and analyze financial and non-financial data, including grant funding agreements and developer agreements, to ensure precise financial reporting and compliance.

Candidate Requirements:
  • A professionally qualified accountant (CCAB) or equivalent experience.
  • Extensive knowledge of capital accounting, including familiarity with the Prudential Code/MRP, capital budget preparation, and closing capital accounts.
  • Demonstrated experience advising senior management on capital matters, particularly in large-scale projects and financial management.
  • Strong capability to manage small project teams, provide direct line management of staff, and support teams under pressure to meet deadlines.
  • Excellent communication skills with the ability to navigate challenging partnerships, negotiate effectively, and influence senior decision-makers.
