Job Summary

We are seeking a highly analytical and detail-oriented individual to join our team as a Financial Analyst in the Election Claims Unit, where you will play a crucial role in ensuring the integrity of the electoral process.

Key Responsibilities
  • Examine expense accounts submitted by Returning Officers, identifying trends and anomalies in expenditure, and ensuring adherence to policy and legislation to safeguard the public purse.
  • Liaise with senior stakeholders to request additional information or evidence to support expenditure claimed, and work directly with Returning Officers and Electoral Service Managers to resolve account discrepancies and agree final reimbursement amounts.
  • Analyse claims that are overspent against funding allocation and provide detailed analysis submissions, including recommendations for funding amounts, and take a proactive role in updating working documentation and revising Returning Officers' guidance on elections funding and accounting requirements.
  • Work closely with the Head of ECU, ECU Finance Manager, and Elections Funding team to escalate issues and problems, and support the Elections Funding team in implementing new technologies to aid Returning Officers with expense submissions.
  • Become a subject matter expert on analysing financial data submitted by Returning Officers, with a thorough understanding of guidance and legislation, and develop a thorough understanding of the digital system used for Returning Officers' account submissions and provide feedback for system improvement.
  • Work with senior stakeholders to support and guide them through the claims process, and advise on eligibility criteria and take decisions on items of expenditure, highlighting fraud and error cases, and taking appropriate escalation action.
  • Work with the Head of ECU on claims submitted late or novel or unnecessary items claimed, and be responsible for training and supporting new members of staff.
Person Specification
  • Excellent interpersonal and numerical skills, with strong written and communication skills, and the ability to work with external stakeholders to gather essential information.
  • Ability to work at pace under pressure, with experience in financial analysis being a desirable criterion.
