In light of recent organizational changes within our Community Services, we are seeking a Community Services Operations Manager. This pivotal role will oversee operational clinical functions across the region and support the Director of Community Services in our mission to enhance sustainability and resilience within the community, ultimately improving patient experiences, access, and outcomes.
This position is ideal for an individual who possesses a genuine passion for community healthcare, with a diverse background in various patient care environments and delivery models. The successful candidate will demonstrate innovative thinking and a strong commitment to integrating healthcare services effectively.

Key Responsibilities
- Oversee and ensure the effective delivery of community services as directed by the Director of Community Services.
- Assist in leading senior management and the daily operations of community care services, providing support to federation members and addressing clinical and financial issues as necessary.
- Drive innovation and quality improvement initiatives in collaboration with the Director of Community Services.
- Facilitate effective communication between various services, corporate functions, and the executive team.

Job Responsibilities
As directed by the Director of Community Services, you will lead operational and clinical teams to enhance and sustain community service operations, sharing insights with our members, including:
Operational Management
- Oversee the operational management of the Community Services portfolio, ensuring innovative workforce strategies and compliance with contractual obligations and organizational targets.
- Manage the interface between your role and the Team Leaders responsible for delivering Community Services.
- Champion modernization efforts in community care.
- Promote collaborative working across all services and departments to maximize service effectiveness.
- Assist in contract negotiations with commissioners during the annual service planning review.
- Encourage meaningful involvement of patients and caregivers in service development and monitoring.
- Foster a community-oriented culture that promotes social inclusion and support for the registered population.
- Ensure prompt investigation of any allegations or reports of service user abuse in accordance with national and local policies.
- Implement effective systems for monitoring performance, quality, and workforce management, including mandatory reporting to relevant authorities.
- Ensure compliance with CQC standards and continuous improvement, including timely responses to complaints and incidents.
- Develop and implement improvement plans to address quality issues with measurable impacts on patient care.
- Ensure robust IT data security and disaster recovery plans are in place to maintain service resilience.
Quality Assurance
- Ensure all services consistently achieve CQC good or outstanding ratings through rigorous self-assessments.
- Utilize clinical governance systems to maintain clinical effectiveness in line with national standards.
- Support community services in identifying and mitigating key risks effectively.
Workforce Management
- Supervise team leaders within the community services portfolio.
- Develop a cohesive and high-performing operational management team, ensuring effective leadership and support for all staff.
- Implement a robust appraisal system for all staff, ensuring personal development plans are in place.
- Act on workforce reports to address any service delivery issues.
- Foster a positive and proactive culture within all operational services.
Performance Monitoring
- Provide accurate reports to monitor service performance and identify variances.
- Ensure information technology is utilized effectively to inform service delivery.
Service Development
- Identify and integrate service innovations that enhance patient care and experience.
- Engage with patients to design and deliver new services based on their feedback.
Strategic Engagement
- Collaborate with the Director of Community Services to enhance service resilience and sustainability.
- Engage with federation member practices to ensure clarity in service delivery.

Qualifications and Experience
Essential
- Master's degree or equivalent relevant experience.
- Leadership qualification or equivalent relevant experience.
- Significant experience in managing services within patient care settings.
- Experience in developing innovative services in a community context.
- Broad workforce management experience, including handling challenging situations.
- Experience working with patient groups to enhance access and care experience.
- Familiarity with regulatory and compliance processes.
