We are seeking a skilled and driven Lead Supply Chain Management Engineer to become a part of our dynamic team.

Role Overview

Assist in SCM bidding processes. Oversee the acquisition of intricate 'engineered' materials and/or services as designated by the Project SCM Manager, ensuring timely delivery in accordance with the Project Procurement Plan.

Key Responsibilities

Bidding Assistance

Collaborate with the SCM Tender Lead to facilitate the RFQ process, ensuring the timely collection of necessary details for the assigned package, and issue it according to the strategy set by the SCM tender lead. Suggest alternative vendors, specifications, and solutions focused on cost efficiency. Compile a list of tender suppliers in alignment with Client and S7 requirements. Analyze and question Engineering requirements and spare parts philosophy. Conduct commercial and contractual assessments, schedule evaluations of bids, and provide recommendations based on 'Total Cost of Ownership' alongside market trend evaluations. Lead and coordinate the technical and commercial assessment of received bids with relevant stakeholders.

Project Assistance

Pre-Award Activities

Collaborate with internal teams to prepare the Request for Quotation package, along with the bidders list. Execute commercial and contractual evaluations, schedule assessments of bids, and integrate technical evaluations from Engineering, QA, QC & HSE. Finalize the bid summary and provide recommendations to the Project SCM Manager and Project Manager for technically viable solutions. Engage in commercial negotiations to secure optimal agreements for Subsea 7.

Award Management

Prepare Supplier recommendations and the contractual deviation matrix. Keep the Project Procurement Plan updated. Initiate and expedite the PR & PO process in SAP. Update the transportation plan accordingly.

Post-Award Management

Serve as the primary contact with the Supplier and act as 'PO Owner' until delivery to the site team. Coordinate all supporting activities with Engineering and QHSE. Organize Kick-off Meetings with Vendors, ensuring that instructions regarding Vendor documentation and Award administration are clearly communicated and understood. Implement and utilize SCM tools for progress tracking. Challenge the Supplier Documentation List to ensure relevance. Ensure timely review and approval of Supplier documentation. Organize Pre-Production Meetings. Update the SCM Procurement plan with progress and delivery timelines. Address all actions related to QC issues raised, ensuring all alarms and NCRs are managed. Provide weekly reports or as required by the project on progress and opportunities. Manage commercial and financial matters arising from assigned subcontract or Purchase order - negotiate all Variation/change Orders and provide regular cost forecasts of PO/subcontract. Review Supplier invoices and the final account, obtaining the corresponding close-out certificate from Suppliers and issuing the as-built revision of the Award.

Departmental Support

Identify discrepancies in SCM processes, assess related risks, and propose actions to mitigate such risks. Ensure feedback and evaluations of supplier performance upon project completion - Supplier performance assessments and Lessons Learned reports.

Degree in a relevant field (Engineering or Business). Strong focus on 'cost saving' and the ability to challenge requests effectively. Awareness of overall project scheduling, planning, organization, and its key issues. Excellent communication skills and a collaborative mindset. Ability to manage tight deadlines across multiple projects in a fast-paced environment. Comprehensive understanding of the offshore Oil & Gas industry, including governing specifications and complexities. Independent problem-solving skills, a strong sense of ownership, and demonstrated leadership capabilities.
