About the Role

This is an exciting opportunity for a highly skilled and experienced Programme Manager to join the Children, Young People and Maternity team at NHS Gloucestershire Integrated Care Board.

The successful candidate will be responsible for leading the development and execution of programmes and projects that drive transformational change, cost improvement, and quality service improvement and redesign within the Children and Young People's Mental Health portfolio area.

Main Responsibilities
  • Provide and lead practical support in the development and execution of programmes and projects.
  • Work collaboratively with colleagues within the local trusts and wider partnership across the system, including clinicians and non-clinicians.
  • Develop and implement internal processes and procedures to support the delivery of programmes and projects.
  • Manage complex operational and strategic workforce programmes, including setting up and implementing internal processes and procedures.
  • Lead and act upon incomplete information, using experience to make inferences and decision making.
  • Manage budgets, process invoices, and procurement, and have a good understanding of financial systems.

Person Specification
  • Qualifications:
    • Knowledge of a range of specific project areas, acquired through postgraduate diploma or equivalent experience or training, plus further specialist project management knowledge or experience to masters level equivalent.
    • Experience of managing significant health service development projects.
    • Excellent knowledge of best practice in relation to the specific service area and ability to command respect of other clinicians of all disciplines.
    • Good knowledge and understanding of local authority processes and political context.
    • Experience of managing complex operational and strategic workforce programmes.
    • Experience of leading and act upon incomplete information, using experience to make inferences and decision making.
    • Numerate and able to understand complex financial issues combined with deep analytical skills.
    • Experience of setting up and implementing internal processes and procedures.
    • Knowledge of Financial Systems monitoring budget management, processing invoices and procurement.
  • Desirable:
    • At least 3 years management experience.
  • Personal Attributes:
    • Team player. Ability to work with large numbers of different organisations and professional disciplines.
    • Well-developed multi agency and interpersonal, negotiation, and influencing skills.
    • Able to articulate a strong vision and direction, with strong networking and communication skills.
    • Able to work effectively with people at all levels within the NHS, partner agencies, and with the Public and able to build effective strategic relationships at the highest level.
    • Self-management and self-motivation.
    • Passionate about developing better lives and services for people in the service area.
    • Motivates and brings about change in circumstances where resistance might be high.
  • Planning Skills:
    • Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly.
    • Experience of setting up and implementing internal processes and procedures.
