Leeds, Leeds, United Kingdom Government Recruitment Service Full time

About the Role

In the Department of Health and Social Care (DHSC), we are dedicated to our mission – to empower individuals to lead more independent and healthier lives for an extended period.

To realize this vision and cultivate a positive workplace, we adhere to four core values: inclusivity, continuous improvement, challenge, and agility. If these principles resonate with you, we invite you to explore this opportunity.

Department Overview

The Commercial Directorate serves as a strategic and supportive entity that facilitates all commercial engagements with external partners, assisting ministers in executing their objectives.

Our goal is to ensure that health and care policies are enacted in a manner that provides optimal value for taxpayers.

We achieve this by leading and supervising the department's direct commercial operations, implementing commercial policies across DHSC and its associated bodies, and advising the Secretary of State.

Vision

We aspire to deliver a premier commercial service that empowers the health and care system to effectively serve the public. Our aim is to excel in government commercial through technical expertise and a focus on customer satisfaction.

Grants Overview

Grants are a vital financial tool used to implement Government policies and meet operational requirements. The Department allocates approximately £5.6 billion annually to a diverse array of organizations, including the Voluntary, Community, and Social Enterprise (VCSE) sector, local authorities, care facilities, and international funding through Official Development Assistance (ODA).

Team Structure

The DHSC Grants Team operates within the Commercial Directorate and comprises nine members: one Grade 6, two Grade 7s, three Senior Executive Officers (SEO), two Higher Executive Officers (HEO), and one Executive Officer (EO), distributed across various locations.

Governance

Granting processes are regulated by the Cabinet Office's Grants Management Function (GMF), which establishes the Grants Functional Standard (GovS015). The DHSC Grants Team is responsible for managing the Department's grants governance framework and ensuring compliance.

Key Responsibilities

The Grants Team undertakes the following essential tasks:

  • Collaborating with commercial, legal, and financial colleagues to evaluate funding options and make informed decisions regarding the most suitable funding mechanisms.
  • Assisting policy teams in designing and implementing competitive grant schemes, ensuring robust evidence supports decisions for direct awards.
  • Providing guidance to policy teams to facilitate grant awards while ensuring adherence to all necessary approvals, monitoring, and evaluation processes.
  • Conducting thorough due diligence and risk assessments for all potential grantees.
  • Reporting on grants awarded by the Department to the Cabinet Office and HM Treasury.
  • Maintaining accurate records of all grants in the Government Grants Information System (GGIS) and the Department's commercial management system (Atamis).

Development Opportunities

These positions offer an excellent opportunity for professional growth, allowing individuals to engage in the design and implementation of systems and processes that optimize the value derived from DHSC grants.

Role Overview

The Grants Officer role involves supporting the Department's granting activities, collaborating with various stakeholders to translate policy needs into actionable grant schemes, overseeing scheme management, and identifying opportunities for process enhancements.

Initially, the successful candidates will assist an SEO with their portfolio of schemes and subsequently take on responsibility for a segment of that portfolio.

Portfolio Management

Each portfolio will encompass a diverse range of activities commissioned by the Department through available grant routes to Local Authorities and both domestic and international VCSE organizations.

Responsibilities Include:

  • Working with policy, commercial, finance, and legal teams to determine the most appropriate funding routes.
  • Ensuring that each scheme meets the Minimum Requirements established by the Cabinet Office Functional Standards.
  • Providing support and assurance throughout each scheme's lifecycle.
  • Maintaining up-to-date records and data across two management information systems (GGIS & Atamis).
  • Performing additional ad-hoc tasks as required at this grade, such as data quality checks and due diligence assessments.

Team Leadership

One position will involve task management responsibilities for one staff member (an EO), necessitating the delegation of appropriate tasks and fostering effective working relationships to ensure prioritized delivery. Constructive feedback will be crucial for the EO's People Manager to support their development and career progression.
