About Ipsos UK Public Affairs

Ipsos UK Public Affairs is a leading provider of social research and evaluation services.

The Opportunity

We are seeking a highly motivated and experienced Evaluation Associate Director to join our successful Policy and Evaluation Unit. This multi-disciplinary team of economists and evaluation specialists works across all areas of public policy, with a growing portfolio of complex evaluations for high-profile energy, civil infrastructure projects, and industrial policies.

Your Role

As an Evaluation Associate Director, you will play a key role in leading evaluations of major interventions aimed at tackling the challenges of achieving net zero, energy security, and addressing the UK's stagnating productivity growth. You will manage and direct evaluation projects throughout their lifecycle, from design to data collection and analysis, culminating in the development of compelling conclusions and recommendations.

Key Responsibilities:

  • Lead and manage evaluations across the full project cycle, ensuring timely delivery within budget constraints.
  • Develop engaging and persuasive reports for publication and presentations to clients, stakeholders, and diverse audiences.
  • Collaborate with colleagues across our Public Affairs division and external partners to deliver high-quality evaluation services.
  • Contribute to the development of evaluation skills within the team and provide specialist expertise in a chosen policy or methodological area.
  • Support senior staff in managing the well-being and job satisfaction of junior team members.

Your Profile

We are seeking a commercially minded Evaluator with a strong understanding of economic policy, including market barriers and challenges. You will possess a passion for policy themes such as innovation, regional economic development, industrial and infrastructure policy, business, and competition.

Essential Skills and Qualifications:

  • A Master's degree or higher-level qualification in economics or a related discipline.
  • Proven experience applying both quantitative and qualitative (mixed-method) approaches to complex evaluation problems.
  • Demonstrated ability to manage and deliver projects to timescale and budgets with limited supervision.
  • Excellent written and verbal communication skills, enabling you to effectively present findings and proposals.

Desirable Skills:

  • Experience in leading evaluation teams and managing complex projects.
  • Knowledge of relevant policy frameworks and best practices in evaluation.
