About the Role

The Essex Property team oversees the management of Essex County Council's (ECC) extensive estate, valued at £1.7 billion, which encompasses approximately 350 buildings and around 1,500 sites, including residential care facilities, waste management sites, country parks, educational institutions, and corporate offices. The primary objective of ECC is to implement an effective estate strategy that maximizes value while supporting service delivery.

In collaboration with a delivery partner, the Property Team functions as the Corporate Landlord, providing strategic oversight and intelligent client services for ECC. This includes the development of corporate property policies, strategic advice, and the management of transactional and property management services procured through the partnership.

The Property Operations Manager will work closely with Service Managers within ECC, focusing on property strategy, estate management, and the execution of property projects. This role involves collaboration with suppliers and stakeholders to identify opportunities for enhancing the efficiency of ECC's property portfolio and ensuring optimal stewardship of the ECC estate.

Key Responsibilities

  • Manage and commission property services to execute the Council's Property Strategy and policies regarding property utilization.
  • Utilize specialized skills and knowledge to ensure the Corporate Landlord function operates effectively.
  • Provide professional support and expertise to team members and partners on property-related matters.
  • Establish and maintain effective communication and collaborative relationships with all internal and external stakeholders to optimize service potential and the use of ECC property assets.
  • Contribute to Essex Property service outputs, ensuring best value for money and accurate in-year financial management.
  • Offer expert advice and guidance to ECC as needed.
  • Ensure compliance with all relevant regulations.
  • Manage a caseload of property projects, ensuring effective integration and coordination across the property strategy.
  • Commission work from the supplier partner and oversee, monitor, and evaluate project outputs.
  • Define specific individual and shared targets and objectives annually within the performance management framework.

Qualifications and Experience

• Educated to RFQ Level 6 or equivalent

• Evidence of ongoing professional development and membership in a relevant property and/or facilities professional body

• Experience in Property Management, including strategic reviews, transactional work, and project implementation and commissioning.

• Ability to effectively instruct and analyze work from professional consultants.
