The Office for Environmental Protection (OEP) is committed to safeguarding and rejuvenating the natural environment. We achieve this through various means, including evaluating progress against environmental strategies, advising on legislative modifications, and addressing public grievances that may lead to enforcement actions.

This role is situated within the OEP’s Insights Directorate, the analytical hub of our organization. Our work encompasses a wide range of areas, with our primary focus over the next three years on biodiversity, water quality, and governance effectiveness, alongside expanding our initiatives on waste management, chemical safety, marine ecosystems, and soil health.

With a workforce of just over 70, we pride ourselves on being a dynamic, approachable, and adaptable organization that operates across England, Northern Ireland, and UK government environmental matters. Role Responsibilities

The Insights Directorate is pivotal in advancing the OEP’s strategic goal of holding the government accountable for its commitments. Through our monitoring of the Environmental Improvement Plan, we assess and provide feedback on governmental progress. We offer recommendations to enhance effectiveness across environmental objectives, targets, and initiatives.

In addition to evaluating governmental performance, the Insights Directorate collaborates with other OEP divisions to support their specialized functions, including investigating non-compliance with environmental regulations, managing complaints, and pursuing legal actions to ensure accountability among public entities.

This position presents an exciting opportunity to take a leadership role in a critical aspect of the OEP’s mission, ensuring we gather the necessary evidence to perform our duties effectively.

The successful candidates will be responsible for managing and leading one or two of the following initiatives:

  • Publishing an independent assessment report on the Northern Ireland Executive’s progress in implementing its environmental improvement strategies, along with recommendations for enhancement.
  • Providing and publishing guidance to the Northern Ireland Executive regarding its environmental improvement strategies as they are developed or modified.
  • Evaluating and reporting on the UK government’s approach to assessing whether environmental targets will significantly benefit the natural environment in England and Northern Ireland.
  • Scrutinizing governmental progress in priority areas identified by the OEP.

One of the Principal Analyst roles will focus primarily on the evidence program. Responsibilities for this role will include:

  • Collaborating with the OEP’s Chief Scientist and the Head of Science and Evidence to develop and implement the organization’s evidence program.
  • Leading the development of our strategy for commissioning evidence and fostering relationships with key suppliers and external experts.
  • Overseeing the governance of the OEP evidence program, ensuring we are commissioning, receiving, and utilizing the appropriate work from the right suppliers at the right time.

The role holders will also be recognized as subject-matter experts in one or more areas of the natural environment.

Candidate Profile

  • A degree and/or postgraduate qualification in environmental science (natural or social sciences), or equivalent experience.
  • Ability to merge leadership, planning, and managerial skills with robust technical, research, and analytical capabilities.
  • Demonstrated experience in leading the commissioning and design of large or complex high-impact research or analytical programs.
  • Strong communication, interpersonal, and influencing skills to present findings and make recommendations clearly and persuasively.
  • Proficient in writing clearly and authoritatively, conveying complex matters in an accessible and engaging manner suitable for diverse audiences.
  • Experience in collecting, analyzing, interpreting, and presenting multidisciplinary evidence using both qualitative and quantitative methods.
  • Proven ability to establish and maintain productive relationships with collaborators, contractors, and stakeholders, demonstrating credibility with senior individuals in external scientific and supplier organizations.
  • Team, project, and program management skills, including the ability to prioritize and coordinate workloads while overseeing progress on multiple projects to deliver quality work on time.
