Position Overview

We are seeking a dedicated Communications Manager to join our team within the Transport Scotland communications division. This is an exceptional opportunity to leverage your communication expertise in a collaborative environment that values professional growth and adherence to best practices.

Our mission is to advocate for transport policies and investments in Scotland through effective media engagement and digital outreach. We safeguard the reputation of our Ministers and the agency by providing timely responses to media inquiries. Our team collaborates closely with policy units, special advisors, and Ministers, as well as with communications teams from local authorities, emergency services, and transport operators across Scotland.

The ideal candidate will enhance their skills in media relations, digital communication strategies, and stakeholder engagement, while aligning with the strategic objectives of the agency and Scottish Ministers. The role also involves significant crisis communication responsibilities, particularly during challenging periods or in response to public transport and road issues.

Key Responsibilities

  • Proactive Media Engagement: Develop and implement digital-first communication strategies tailored to various policy areas, ensuring alignment with media cycles and effective message delivery to target audiences.
  • Reactive Media Management: Anticipate and prepare for potential media inquiries, collaborating with policy colleagues to craft clear and concise responses.
  • Crisis Communication: Work with partners during crises to effectively inform the public about travel and transport issues, utilizing a strong understanding of resilience communication.
  • Press Officer Duties: Handle proactive and reactive media requests outside of regular hours as part of a continuous news operation, with comprehensive training and support provided.
  • Media Evaluation: Integrate evaluation opportunities into communication plans from the outset and produce insightful reports that foster continuous improvement.
  • Content Development: Collaborate with digital teams to create audio-visual content from media events and assist in the design and editing processes.
  • Stakeholder Engagement: Represent Transport Scotland communications at external meetings, senior forums, and emergency exercises, contributing to the success of major national events.

Qualifications

Applicants should possess relevant communications qualifications or professional accreditation (CIPR/PRCA/GCS) although this is not mandatory. A minimum of two years of experience in a significant communications role is expected in the absence of formal qualifications.

  1. Proven ability to build relationships with diverse stakeholders, including senior leaders and journalists.
  2. Understanding of the evolving landscape of news content creation and consumption, with the ability to produce engaging content across multiple channels.
  3. Capacity to work efficiently under pressure, responding swiftly and professionally to emerging opportunities or challenges.
  4. Experience in a dynamic communications team, contributing ideas and maintaining resilience during high-pressure situations, including facilitating media interactions.
