Job Title: Intelligence & Monitoring Officer - Land Use Planning
Job Summary:
The North Yorkshire Council is seeking a highly skilled Intelligence & Monitoring Officer to join our Planning Services team. As a key member of our team, you will be responsible for collecting and publishing intelligence, detailed data, and statistical information to underpin the production of the Council's Local Plan and monitoring information.
Key Responsibilities:
- Develop and manage information monitoring systems to support the preparation of the Local Plan and Monitoring Reports.
- Manage the development, maintenance, and publication of the Strategic Housing and Employment Land Availability Assessment database and Brownfield Land register.
- Undertake land use surveys, including collation of information, digital analysis, interpretation, presentation, and report production.
- Gather market intelligence on demand, development costs, and values.
- Compile and analyze other sources of data, developing and maintaining statistical models.
- Prepare reports on the results of data survey and analysis, including the Authority Monitoring report, housing land supply position, and other elements of background evidence to support Policy development.
- Monitor housing and employment delivery/land availability, including maintaining records of relevant planning approvals, progress on sites identified as not started or under construction, updates of total completions and outstanding permissions, updates on mix of dwellings (including affordable housing) and mix of employment land.
- Attend and actively participate in cross-boundary monitoring work.
Requirements:
- Degree level qualification or equivalent in a relevant subject/field.
- Extensive experience of research techniques, data gathering, analysis, and reporting.
- Extensive experience of Microsoft applications, GIS, and planning-related IT systems; confident in the use of monitoring systems.
- Knowledge and sound understanding of the local plan making, associated legislative requirements, and policy guidance.
- Knowledge of available planning information and its application to plan making.
- Experience of writing and presenting clear, concise, and accurate reports on complex matters, supported by plans, data analysis, and other illustrative material.
