Job Summary

HM Revenue and Customs is seeking a highly skilled and experienced Economic Crime Manager to join its Fraud Investigation Service. As a key member of the team, you will be responsible for leading and managing a team of Economic Crime Operations Recovery Higher Officers, delivering complex and challenging investigations, and ensuring compliance with FIS and HMRC management and leadership requirements.

Key Responsibilities
  • Lead and manage a team of Economic Crime Operations Recovery Higher Officers, delivering a wide variety of complex and challenging investigations, including restraint and confiscation, detained cash investigations, Proceeds of Crime Act (POCA) Part V, Civil Investigations, and Asset Recovery Investigations.
  • Ensure compliance with FIS and HMRC management and leadership requirements, collating and recording data for management information, forecasting, and other senior management requests.
  • Motivate the team to deliver quality results and continuous improvement by setting clear guidance for managing performance, promoting diversity, inclusion, and equality, and supporting the team to deliver their objectives, while ensuring compliance with the appropriate legal and governance frameworks.
  • Keep your knowledge up to date with changes in the law and technical and professional developments.
  • Manage all standard Economic Crime operational duties that attract Flexibility Payments.
  • Build and maintain effective working relationships with key stakeholders, both internal and external, to ensure Illicit Finance is at the heart of all FIS investigation work.
  • Act as a role model by demonstrating HMRC leadership values and capability.
  • The role will also include leading proactive operational deployments and supporting other teams' operational deployments dependent on your level of experience, skill set, and training.
Person Specification

The ideal candidate will have:

  • The ability to communicate, negotiate, persuade, and lead across multi-functional teams.
  • Strong decision-making ability and the application of effective problem solving.

  • The ability to manage a team, motivate, and gain engagement that drives forward proactive asset recovery utilizing all the available powers and tools of FIS Economic Crime.
Essential Criteria

The successful candidate must be a fully trained Financial Investigator/POC Authorized Officer with recent experience.

  • Knowledge of Criminal Finances and Financial training/NCA/Home Office requirements and the other capabilities within EC Ops, how these can be brought together to achieve a more powerful operational outcome for FIS and support of the wider Government agenda.
  • Significant Restraint and Confiscation experience.
  • Experience of working and liaising with external law enforcement agencies.
Desirable Criteria
  • Recent experience of managing teams, Civil or Criminal, undertaking complex investigations.

Alongside your salary of £42,618, HM Revenue and Customs contributes £12,346 towards you being a member of the Civil Service Defined Benefit Pension scheme.

Flexibility Payment

This post attracts a Level 1a Flexibility Payment (FP) that is paid monthly with salary. This FP allows HMRC flexibility to change your work pattern, at short notice, to meet business needs. Additionally, you will be expected to work longer hours from time to time, at weekends and outside your normal working hours/days (including bank holidays).

In applying for a position and accepting the FP, you agree that you can and will meet those attendance requirements.

FP levels are reviewed annually – on a business need and personal basis – and may be subject to change.
