Position Overview

The Office for Place is a newly formed non-departmental public entity dedicated to fostering and disseminating insights, guidance, tools, and knowledge to enhance the development and management of attractive, sustainable, and thriving communities. This initiative stems from the Building Better Building Beautiful Commission and aligns with the Levelling Up and Regeneration Act, which mandates local authorities to create a design code through community engagement.

We are in search of a Chief Financial Officer to oversee the establishment of governance, financial management, auditing, and corporate service operations for this new entity. This role encompasses leadership across human resources, information technology, facilities management, commercial operations, and governance, alongside the preparation of annual financial statements, audits, and reports.

This is a remarkable opportunity to contribute to a newly established public body, influencing its operational framework while taking on a significant leadership role in the organization’s growth. You will lead a team of five, with the potential to expand as the organization increases its capacity to 24 full-time equivalents. You will report directly to the interim Chief Executive and collaborate with the executive team, including the Assistant Director for Policy and Engagement and the Assistant Director for Service Design.

Key Responsibilities

This role is pivotal as you join the Office for Place following its financial autonomy from the Ministry of Housing, Communities and Local Government. Your primary focus will be on the inaugural annual report and financial statements, internal audits to facilitate the first operational year, and the National Audit Office’s review of the accounts. Additionally, you will assist in establishing the Office for Place as an employer, ensuring the effective implementation of human resources and payroll systems.

Your responsibilities will include:

  • Ensuring compliance with governance and financial obligations, including monthly financial updates to the board, financial accounting and forecasting, risk management, and the preparation of annual reports and budgets.
  • Representing the Office for Place in financial negotiations with the Ministry of Housing, Communities and Local Government.
  • Overseeing the implementation and operation of finance and human resources shared services contracts, ensuring timely payments and payroll processing.
  • Managing IT and facilities management contracts, alongside asset management policies, to ensure operational efficiency and value for money, including overseeing office relocation processes.
  • Supervising the human resources function, ensuring adherence to HR policies, diversity and inclusion standards, data protection, and health and safety regulations.
  • Leading the development of the annual business strategy and collaborating with the Assistant Director for Policy and Engagement on the organization’s progress report.
  • Actively participating in organizational leadership, supporting the Chief Executive and senior management team in fostering a culture that embodies the organization’s values.

Candidate Profile

Essential Qualifications:

  • Qualified finance professional with CCAB / CIMA or equivalent qualifications (ACCA, CIPFA, CIMA, ICAEW, ICAS, ICAI).
  • Proven experience in leading teams to effectively manage finance, accounting, and auditing functions, with familiarity in government accounting standards.
  • Ability to quickly establish trust with the Chief Executive and board, requiring excellent communication skills and relationship-building capabilities.
  • A proactive self-starter with problem-solving skills and a positive attitude, capable of navigating the challenges of a new organization.

Desirable Qualifications:

  • Understanding of corporate service functions, including human resources and commercial policies.
  • Experience operating within a senior leadership team to drive results and implement organizational change.

Note: The successful candidate will initially be employed by the Ministry of Housing, Communities and Local Government and will transition to the Office for Place on a specified date. Terms and conditions will be confirmed but will remain favorable.
