The Role

Leverage your expertise in testing to transform the House of Commons and enhance its digital outreach. In this pivotal position within the Product Directorate of the Parliamentary Digital Service (PDS), you will define the vision and strategic advancement of testing, serving as a champion for the testing profession.

Your focus will be on establishing testing standards, methodologies, roles, and responsibilities to guarantee the delivery of superior software products to users. Our diverse portfolio presents significant opportunities for innovation. Contribute to our goal of refining system-wide processes and operational methods. You will have the chance to design and develop testing and quality assurance capabilities that will benefit both the Product Directorate and the broader Digital Service.

  • Formulate and implement the testing strategy for the House of Commons' tailored products and services.
  • Assume responsibility for testing standards, strategies, methodologies, and policies, encompassing functional and non-functional testing, performance testing, security testing, web accessibility testing, and smoke testing.
  • Enhance organizational comprehension of existing testing processes and practices, leading to the execution of comprehensive improvements.
  • Provide leadership to our Test Managers and offer broader guidance to all members of the directorate’s testing team.
  • Exemplify leadership and foster a collaborative learning environment that prioritizes continuous innovation, enhancement, and assessment.
  • Stay informed about emerging technologies and tools, ensuring that existing products and services adhere to high standards of quality, accessibility, and usability.

Qualifications

Highly adaptable and resilient, you will possess a robust background in software testing and a profound understanding of the software development lifecycle. Your ability to forge relationships, cultivate networks, and lead teams will be essential. A talent for identifying challenges and transforming them into strategic improvement plans is crucial.

  • Proven experience in providing collaborative leadership at the strategic level of a department with a focus on testing.
  • Capability to lead investigative initiatives into challenges and opportunities, creatively and critically questioning, evaluating, and communicating findings to a larger team.
  • Experience utilizing a variety of contemporary technologies to enhance the delivery of quality assurance and testing services.
  • Demonstrated history of collaborating with other digital leaders to achieve strategic objectives.
  • A commitment to team development, including the ability to cultivate a learning culture and mentor others.
  • Exceptional written and verbal communication skills, including the ability to engage with senior stakeholders.
  • Eligibility to pass security clearance, supported by the right to work in the UK.

Key Responsibilities

  • Collaboratively develop, agree upon, and implement the testing strategy for the House of Commons' bespoke products and services.
  • Enhance organizational understanding of existing testing processes and practices to recommend and execute system-wide improvements that deliver quality benefits within the Product Directorate and beyond.
  • Ensure that the testing approach of the Product Directorate aligns with the broader technical vision for the House of Commons, ensuring all software releases meet quality standards and user expectations.
  • Work closely with the Head of Software Development to shape the strategic direction and vision for testing.
  • Assist in raising awareness of emerging technologies and tools, ensuring existing products and services meet quality, accessibility, and usability standards.
  • Share ownership of testing standards, strategies, methodologies, and policies that support best practice testing activities.
  • Collaborate with product teams to understand product requirements and provide insights on testability.
  • Oversee the implementation of the testing strategy and the test job family, including daily operations, talent pipelines, training, development, and recruitment.
  • Instill a learning culture throughout the Product Directorate that values continuous improvement and adaptation.
  • Lead, mentor, recruit, and develop skills within the team, transforming operational methods and promoting an inclusive working environment through role modeling and clear direction.

Person Specification

Criterion 1: Leadership
You have a track record of providing strong collaborative leadership, with experience in coaching, transformation, and embedding an agreed testing strategy, supported by a solid technical background. Comfortable advocating for the testing profession at all organizational levels, you have worked alongside other digital leaders to achieve strategic outcomes.

Criterion 2: Critical Analysis
You possess the ability to think creatively, ask pertinent questions, and critically evaluate and communicate findings to a larger team, even when navigating conflicting information. You can lead investigative efforts into existing processes, identifying problems and opportunities, and create recommendations for improvements based on past experiences and future possibilities.

Criterion 3: Technical Expertise
You have experience with a range of contemporary technologies that enhance the delivery of quality assurance and testing services. Your professional awareness includes test automation, test tooling, architecture, continuous integration and deployment, and programming or scripting languages, allowing you to collaborate effectively with other technical leaders on shared priorities.

Criterion 4: Team Dynamics and Collaboration
You can coach a testing team, helping them learn and grow while enhancing their ability to function as part of a multidisciplinary team that delivers exceptional products and services. You have a history of supporting career development and enhancing diverse talent pathways within organizations, fostering a learning culture that emphasizes continuous improvement, innovation, and evaluation.

Criterion 5: Communication and Relationship Management
You can demonstrate excellent verbal and written communication skills, with the ability to convey complex information clearly. Using various approaches, you can explain both technical and non-technical concepts to a diverse audience and have a proven ability to work effectively with senior stakeholders and manage relationships successfully.
