Cedar is seeking a highly skilled Procurement Manager to join our team in London.
About the Role:
The Procurement Manager will be responsible for leading the delivery of high-value tenders, often above thresholds, from initiation through to mobilisation. This will involve demonstrating a high level of competency in commercial awareness and technical expertise across a range of projects within the Adult Social Care Category.
Main Responsibilities:
- Lead high-value/high-risk tenders through all stages of the process from initiation to contract mobilisation
- Provide commissioners or budget holders with pragmatic and informed advice throughout, using sector knowledge and expertise to ensure understanding of the product or service
- Work collaboratively with legal and other subject matter experts to develop the form of contract, special terms and conditions, KPIs
- Prepare a procurement strategy that describes findings and recommended approach
- Understand how sustainability and social value will be secured through the tender process
- Ensure specifications and desired outcomes are expressed in a meaningful way
- Develop evaluation models to achieve desired outcome and best value for money
- Support the mobilisation of the contract prior to handover at Gate 4
- Attend project board meetings as required
- Ensure effective communication and engagement with stakeholders and partners (including external suppliers)
- Keep aware of relevant policy, best practice, and legislative changes
- Manage tenders using E-Procurement tools and contribute to their further development
Requirements:
- MCIPS qualified or equivalent experience
- Extensive experience of running procurements within the Social Care Category, ideally adults
- Extensive experience of working to PCR2015
- Ability to work in London one day a week
