Role Objective:

To oversee and report on risk management, governance, monitoring, and mitigation strategies while providing guidance to examination operations within MENA North & MENA West. This includes the achievement, monitoring, and integration of risk management practices, encompassing audits such as Quality and Compliance Assurance (QCA), IELTS, and other awarding body standards. The emphasis will be on comprehending the diverse standards and their application to various examination policies and procedures, assisting operations in navigating these frameworks to recommend suitable solutions aimed at enhancing performance and managing risks. Additionally, this role will support centers in effectively implementing action points arising from examination reviews. This position will own, manage, implement, and continuously refine the risk framework to proactively identify and mitigate risks and compliance breaches.

This role will also oversee all incidents on Protect for all products, excluding IELTS.

Key Responsibilities:

Ownership of Risk Management, Consultancy, Analysis & Problem-Solving

Provide comprehensive support to the Exams Operations team regarding Risk, including Compliance and Counter Fraud in MENA North & MENA West, ensuring the defined processes under these workstreams function effectively. Communicate efficiently within Exams Operations and with relevant stakeholders/department heads, including the ROM, regarding the aforementioned workstreams. Manage all tools and trackers utilized for the effective operation of the above-listed workstreams. Conduct several comprehensive self-audit QCA reviews on behalf of operations (i.e., self-assessments), primarily within MENA North & MENA West and occasionally in other MENA regions, providing clear, prioritized recommendations to assist exams operations in mitigating risks and enhancing compliance. Collaborate closely with the ROM to develop, own, and maintain a risk management plan that identifies potential risks, outlines preventive measures, captures past incidents, and derives meaningful outcomes to prevent recurrence, establishing ownership and accountability for each incident type to ensure greater transparency and control over business conduct. Support, develop, and guide examination colleagues in conducting their self-assessments, providing ongoing guidance and updates regarding corporate and board-specific standards, requirements, and risk mitigation strategies. Perform spot checks, such as test day procedures and CMR procedures, in agreement with CL and ROM. Leverage professional knowledge and expertise of QCA, IELTS, and Awarding Body standards, recognized best practices, and examination operational experience to assist MENA North & MENA West exam centers in monitoring examination standards, advising on performance improvement against these standards, and implementing measures to address complex areas of non-compliance or mitigate risks, in consultation with the ROM. Aid the ROM in enhancing colleagues' capabilities in MENA North & MENA West, particularly regarding the understanding and integration of examination standards. Training may be delivered through a combination of telecommunications, webinars, and in-person sessions. Provide key stakeholders (CL, CHOP, Ops Managers, the ROM) with regular updates and/or tailored country reports and findings on quality and compliance status, progress, and issues, ensuring risks are reported/escalated promptly in the agreed format with the ROM. Take ownership of incident/malpractice reporting on Protecht for all examinations (excluding IELTS) within the cluster and conduct investigations as necessary.

Focus on Internal Customers

Develop a thorough understanding of the specific operational context, opportunities, and challenges facing MENA North & MENA West, and MENA in general, to ensure that the advice and support provided is based on informed insights into the business and operational context. Gather feedback from internal customers and other stakeholders to assess satisfaction with the quality of advice and support provided, following the new regional approach, and recommend areas for improvement to the ROM.

Contribution to Business Assurance

Provide necessary support to Business Assurance, contributing to the maintenance and enhancement of Global Compliance standards, procedures, and processes to ensure alignment with evolving Exam Board standards and best practices, particularly promoting the needs of MENA North & MENA West. Assist in the communication and implementation of changes to QCA, IELTS, and Awarding body standards, processes, and procedures with operational teams.

About You (essential qualifications for the role):

Comprehensive understanding of the range of examination distribution products and services offered across MENA. Proficient computer skills. Minimum of 4 years in an Exams Administration or related role. Experience in conducting Quality and Compliance audits and/or quality reviews (including self-reviews) in an examination or customer-focused environment. Experience in IELTS auditing, either internally or in a contractor capacity. Proficiency in English is required, as the British Council systems and global processes operate in English. University degree or equivalent.
