Job Summary

We are seeking a skilled and dedicated Housing Needs Officer to join our team at Moray Council. The successful candidate will play a crucial role in delivering a high-quality housing service, working closely with the Senior Housing Needs Officer to manage the Allocations and Homeless service.

Key Responsibilities

  • Assist in managing the Allocations and Homeless service, ensuring that Council houses are allocated in accordance with agreed policy and procedures.
  • Deliver advice and assistance to housing applicants, providing guidance on current policy and potential housing options.
  • Work with other team members to promote team working and deliver a high-quality housing service.
  • Manage, monitor, and report on the Housing List, preparing reports for the Senior Housing Needs Officer and Housing Needs Manager.
  • Conduct interviews with homeless applicants, making appropriate investigations and enquiries.
  • Advise applicants on their housing rights and responsibilities, making contact with relevant agencies to provide assistance.
  • Give applicants a formal decision on their homeless applications, arranging offers of accommodation where necessary.

Requirements

  • Experience of working in a Housing Needs Section.
  • Knowledge of all Housing Practice and Legislation.
  • Knowledge of good practice related to Allocations/Homelessness.
  • 4 SQA National 5 grades or equivalent at level 3 or above, including English and Maths/Arithmetic.
  • Flexibility, friendly, and approachable attitude.
  • Ability to work under pressure.
  • Ability to analyse, prepare, and present statistical and performance information in an accurate and understandable manner.
  • Ability to work with a minimum of supervision.
  • Prioritise tasks and co-operate with colleagues.
  • Good team worker.
  • Pro-active approach to work with other agencies.
  • Ability to use own initiative.
  • Ability to deliver a high level of customer care.
  • Ability to communicate effectively both orally and in writing.
  • Ability to practically support other Housing Needs Officers.
