About the Role

Team Overview

FCAT operates under the Risk, Control & Financial Accounting Directorate within the HMRC Chief Finance Officer Group. Our mission is to guide HMRC towards a comprehensive understanding of its critical risks and ensure effective control measures are in place.

Our team, though small and geographically dispersed, covers all aspects of HMRC's tax, duty, and benefit processes, as well as corporate operations that lead to financial transactions and entries in HMRC's financial statements.

We collaborate closely with HMRC's Business Groups and Change teams to integrate, assure, and enhance financial control standards. Our expert advice and challenges help maintain HMRC's integrity by ensuring that robust financial controls, including segregation of duties, are effectively designed and operational to mitigate risks of fraud, error, and money laundering.

Key Responsibilities

The successful candidate will join the FCAT Change Assurance Team and will be tasked with:

  1. Managing a designated portfolio of high-risk and complex Change projects with varying timelines and implementation schedules.
  2. Providing expert guidance, challenge, and assurance to Change teams to ensure adherence to HMRC's control and segregation standards in the design of new and evolving systems and processes.
  3. Influencing Change projects to comply with control and segregation standards prior to their implementation and promptly escalating any non-compliance issues.
  4. Offering support to team members as necessary, including coverage during absences.

Travel Requirements

The role may involve some travel, including occasional overnight stays, and may encompass HR management responsibilities in the future.

  5. Analytical mindset with the ability to assess new processes and systems, identifying risks and control weaknesses while collaborating with Change teams to find solutions.
  6. Excellent communication skills, capable of simplifying complex concepts and tailoring messages for diverse audiences.
  7. A commitment to continuous improvement in team processes and HMRC's control standards.

Commitment Expectations

The successful candidate is expected to remain in the position for a minimum duration and complete necessary training related to fraud risk assessments.

Desirable:

Membership in the Government Counter Fraud profession and experience in collaborative work across various grades and business areas in geographically dispersed teams.
