Overview

The role involves overseeing the application of suitable engineering standards concerning design and construction across various projects, ensuring compliance with relevant legislation, Railway Group, and Network Rail company protocols.

Key Responsibilities

  1. Implement systems and procedures to ensure a cost-effective, high-quality, and safe methodology for design, construction, commissioning, and other technical activities related to external projects. Engage with relevant legislation and governmental bodies, leading the necessary approvals and consents for project design and execution.
  2. Supervise the competence of Project Engineers within the Asset Protection Team, providing guidance and direction as needed.
  3. Enforce engineering controls and procedures across all projects, ensuring that design and construction activities adhere to applicable Railway Group and Network Rail Company standards.
  4. Assist Commercial Property by managing clearance proposals and external planning applications that may impact Network Rail.
  5. Oversee project compliance with Railway Group and Network Rail Company standards and project control procedures.
  6. Advise project and program management on construction activities, testing, commissioning, and site supervision, ensuring compliance with relevant legislation, including construction design management regulations.
  7. Evaluate the competence of contractors' design, construction, and specialist personnel.
  8. Conduct reviews of design and construction processes, arranging audits of contractors to ensure safety and quality in design, construction testing, and management systems.
  9. Fulfill the responsibilities of Departmental Engineering Manager (DEM).
  10. Conduct accident investigations as assigned by the designated competent authority.

Qualifications and Experience

To excel in this position, candidates should possess:

  • Extensive experience in engineering disciplines, particularly in construction and design projects across multiple areas.
  • Technical qualifications at least at HND level or equivalent.
  • Membership in a relevant professional institution.
  • Experience with major contracting.
  • Knowledge of structuring safety cases to support projects.
  • Understanding of safety management and quality assurance practices.
  • Familiarity with the requirements for independent assessment of works.
  • Experience in accident investigation.

Desirable Attributes

While not essential, the following qualifications are advantageous:

  • Six Sigma Yellow Belt certification.
  • Chartered status or equivalent in the relevant discipline.
  • Awareness of environmental considerations in engineering projects.
