King's Lynn, Norfolk, United Kingdom Norfolk Full time

Permanent position | Full-time, 37 hours per week | Salary range: £47,320 to £51,304 per annum (Grade L)

Role Overview:
Are you dedicated to enhancing the lives of Children, Young People, and Families?
Do you possess expertise in Special Educational Needs and Disabilities (SEND)?
Are you committed to empowering vulnerable youth?

About Norfolk County Council:
This is an exciting opportunity to become part of Norfolk County Council's Children's Services, especially following a recent positive Ofsted evaluation and the introduction of our innovative School and Community Cluster model. This initiative aims to build upon the excellent work already in progress, enhancing skills and capacity to ensure timely support for children, young people, and families.

Our teams will implement core operational practices and essential indicators through relationship-centered methodologies, including Signs of Safety, Solihull, Communities of Practice, Joint Agency Group Supervision, Restorative Practices, and Family Networking.

Our goal is to ensure that children, young people, and families in Norfolk receive timely support, enabling them to thrive. By collaborating as a prevention and early intervention system, we can provide families with the appropriate assistance at the right moment.

The School and Community Cluster Teams primarily engage with educational institutions and families requiring early intervention for emerging SEND needs.

Key Responsibilities:
The position will function within Norfolk's Partnerships, Schools, and Communities Team. As the Team Manager for Schools and Communities, we are looking for a seasoned leader capable of collaborating with various stakeholders, including educational settings, while possessing a comprehensive understanding of SEND requirements.

Your responsibilities will include:

• Leading and managing the School and Community service in West Norfolk, providing direction to a team of practitioners to ensure early intervention and preventative services are effectively delivered within educational settings, benefiting children, young people, and their families while promoting inclusion.

• Overseeing case management and supervision, ensuring that planning and robust interventions are documented in all cases, leading to successful and sustainable outcomes. Ensuring that practitioners complete timely and proportionate work with educational settings, children, and families.

• Being accountable for meeting required service performance targets, proactively addressing School and Community Zone profiles in collaboration with other stakeholders to reduce inequalities, promote inclusion, and encourage a shared responsibility for prevention and early help.

• Cultivating and enhancing relationship-based practices within a Community of Practice alongside other stakeholders in educational and community settings. Act as a key advocate for partnership collaboration with statutory and voluntary organizations to improve services and achieve efficiencies, working closely with the Norfolk Family Hub network. Foster strong partnerships with educational institutions to support collaborative efforts that align with the strategic goals of Flourish in Norfolk.

• Utilizing available data, local insights, and collaborative efforts to assess community needs and shape local services, working together to devise place-based responses as part of the School and Community offering.

• Collaborating with the Head of Service to lead the team, ensuring the delivery of high-quality services through quality assurance and professional development initiatives that support your team in achieving outstanding outcomes for children, young people, and families within educational settings.

We encourage you to review the full job description to better illustrate how you meet the criteria we are seeking.

Benefits of working with Norfolk County Council:

  • Competitive salary
  • Generous holiday entitlement with options to buy and sell leave
  • Health and Wellbeing services, including fast-track physiotherapy and complimentary counseling
  • Flexible working arrangements, including options for part-time, remote, and hybrid work based on role requirements
  • Financial benefits such as an employee discount program for various purchases, relocation expenses (if applicable), advance payment for work-related travel, and a comprehensive Local Government Pension Scheme with generous employer contributions.
