Position Overview
The HM Naval Base (Devonport) stands as one of the largest military bases in Western Europe, serving as a pivotal asset for the Royal Navy. This role presents unique and stimulating opportunities that contribute to the Royal Navy's mission of generating and deploying forces globally.
The Devonport site encompasses both the HM Naval Base and the Devonport Royal Dockyard Limited, creating a complex environment where strategic demands and financial arrangements converge to deliver essential Defence outputs.
In this role, you will lead a dedicated team of 24 civil servants in the Logistics Operations sector, focusing on a diverse range of logistics functions, including Warehousing, Supply Chain Management, and Motor Transport. Your leadership will ensure the effective delivery of logistics services provided by our Industry Partner, under the Maritime Support Contract, while meeting the needs of our stakeholders.
Key Responsibilities
Your primary responsibilities will include:
- Defining and prioritizing the delivery of supply chain and logistics services as per the Devonport Maritime Support Contract, ensuring alignment with Defence operational goals.
- Acting as the Lead Intelligent Customer (IC) and Contract Manager (CM) for logistics services on behalf of the Ministry of Defence, ensuring adequate resources and technical expertise are maintained.
- Ensuring compliance of logistics services with the Devonport Contract and Ministry of Defence policies.
- Holding the Industry Provider accountable and addressing any concerns with the appropriate Naval Base Authority.
- Managing Customer Liaison, Procurement, and Naval Stores teams for logistics and supply chain tasks not outsourced.
- Overseeing the MoD stores accounting systems and ensuring adherence to stocktaking and loss procedures.
- Taking necessary actions when logistics services do not meet the required standards.
- Building effective relationships with MOD stakeholders and fostering a collaborative environment.
- Ensuring timely performance metrics and compliance with risk management policies.
- Providing guidance on Government Furnished Equipment and contract management for additional local contracts.
Candidate Profile
The ideal candidate will possess:
- Strong leadership skills with a proven ability to manage change and collaborate effectively.
- Expertise in relationship management, capable of maintaining strong connections with stakeholders.
- Experience in managing teams, ensuring staff well-being, and handling HR functions.
- Proficiency in setting contract requirements and developing performance indicators.
- Excellent communication skills, both written and verbal, with the ability to produce high-quality documentation.
Qualifications
A Level 6 qualification in a relevant field (or equivalent) is required, or a Level 5 qualification with extensive experience.
Memberships
Chartered CILT (or equivalent) is preferred.
