Overview of Responsibilities:

The Traffic Management Order Project Manager is tasked with overseeing the implementation of Traffic Management Orders on council housing properties and managing the transition of parking oversight from the Housing Service Centre to Parking Services.

This role involves leading daily operations, providing developmental and strategic support to ensure compliance with applicable laws, and enforcing Tower Hamlets policies regarding Traffic Management Orders.

Key Responsibilities:

  • Oversee the implementation of new Traffic Management Orders (TMOs) on council housing estates, enabling parking enforcement contractors to effectively manage Penalty Charge Notices.
  • Lead the TMO project team, collaborating creatively with residents and stakeholders to meet project timelines and align with council policies.
  • Review and enhance existing off-street parking policies and procedures, recommending necessary changes in accordance with current legislation, particularly regarding the establishment of Traffic Management Orders.
  • Engage with residents to inform and consult on the establishment of Traffic Management Orders and parking enforcement on estates.
  • Evaluate and approve Traffic Management Plans.
  • Coordinate with contractors to delineate new parking bays and install appropriate signage for off-street parking on council estates.
  • Manage the issuance of new and replacement parking permits for TMO estate locations.
  • Lead the development and policy review of Tower Hamlets Council's objectives concerning Traffic Management Orders, collaborating with various council departments and external organizations.
  • Conduct enforcement actions as per the contracts with Parking Enforcement providers.
  • Investigate cases related to inquiries from Members, MPs, and other senior officials, preparing responses in accordance with corporate timelines.
  • Provide guidance in managing parking policy and addressing conflicts arising from on-street representations and appeals against Penalty Charge Notices.
  • Deliver complex data and information to senior management, council members, and external agencies.
  • Perform additional duties as required, commensurate with the role's grade.

Candidate Profile:

  • In-depth knowledge of unauthorized off-street parking enforcement utilizing Traffic Management Orders (TMOs) under the Traffic Management Act 2004.
  • Strong understanding of Health & Safety legislation, ensuring compliance with safety standards in all activities.
  • Experience in setting and achieving performance standards within established timelines.
  • Ability to supervise staff training and development, including apprenticeships, to maximize team potential.
  • Experience in conducting staff appraisals.
  • Relevant educational qualifications (GCSE/O Level or equivalent).
  • Background in the traffic and transportation sector with experience in contract administration.
  • Financial and budget management experience.
  • Proven ability to organize work programs, maintain records, and perform data analysis.
  • Demonstrated success in managing a motivated and high-performing team from diverse backgrounds.
  • Experience in engaging with senior leadership teams, providing strategic financial advice, and making critical decisions.
  • Ability to present reports to senior management and council members effectively.
  • Excellent organizational and people management skills to meet deadlines and targets while maintaining team motivation.
  • Experience collaborating with HR and Trade Union representatives to address employee relations matters.
  • Strong verbal and written communication skills for report writing and influencing decision-making.
  • Creative problem-solving skills with the ability to influence others.
  • Flexibility and adaptability to changing environments and demands.
  • Ability to develop effective partnerships and networks within the council and external organizations to support service delivery.
