Job Purpose

The Principal Program Management Officer will oversee the operations of the Portfolio Management Office within the Human Resources and Organizational Development (HROD) sector, under the guidance of the Associate Director, Program Manager for HR Transformation, and the HR Management Team (HRMT). This role is pivotal in ensuring the successful execution of the governance workstream as part of the HR Transformation initiative, known internally as Compass | HROD. The PMO Lead will engage with essential stakeholders regularly to manage inter-program priorities and dependencies effectively.

The PMO will offer strategic assistance to change and delivery projects within the department, ensuring adherence to standards, risk management, and coordination of critical program inputs. The role holder will collaborate closely with the Associate Director, Program Manager for HR Transformation to outline the workstreams and deliverables necessary throughout the project lifecycle. As a seasoned program management professional, the individual will independently uphold exemplary PMO practices and provide mentorship and support to colleagues.

Key Responsibilities

Establishing the PMO

Define and refine the specific objectives of the PMO. Develop engagement channels and interfaces with key stakeholders. Map all processes essential for the effective operation of the PMO. Create all necessary artifacts and tools for PMO operations and develop guidance for stakeholder usage.

Managing the PMO

Organize and conduct regular operational activities, including:

Quarterly and annual planning sessions
- Risk and issue review meetings
- HRMT update briefings
- HR Steering Committee meetings

Serve as a mentor to project team members by sharing best practices and knowledge to facilitate effective project delivery. Track and manage all actions resulting from regular PMO meetings. Collaborate with the HROD Finance Manager to monitor and maintain project budgets.

Stakeholder Engagement and Communication

Act as a trusted advisor to HRMT, keeping them informed of key project insights, risks, and issues. Design and implement targeted change communications for HROD and EBRD in collaboration with the HROD Communications Lead. Continuously evaluate and address the need for additional communications or modifications to existing communications.

Governance of Change Processes

Coordinate with the HR Systems Lead and Solution Change group to ensure effective communication and prioritization of system enhancement requests. Collaborate with the HR Technical Lead to identify dependencies or potential overlaps between the Solution Change Process and the Compass HROD Program. Engage with change-related stakeholders to manage expectations and enhance transparency.

Management of Lifecycle Artifacts

Review and enhance existing status report tools. Work with the Enterprise PMO (EPMO) to align PMO methodologies. Assist in the development and delivery of stage gate materials as needed.

Planning and Roadmap Management

Oversee the development and maintenance of the HROD Transformation Roadmap. Regularly engage with HROD project managers to assess progress against project plans, supporting portfolio impact and dependency management. In conjunction with the Associate Director, Program Manager for HR Transformation, facilitate quarterly planning sessions with relevant stakeholders to gather activity inputs and present milestones and dependencies across the portfolio.

Required Knowledge, Skills, Experience & Qualifications

Essential

Proactive and excellence-driven attitude. Strong organizational, interpersonal, and communication skills. Exceptional attention to detail. Self-motivated, collaborative approach to problem-solving. Experience in a program management role within HR business and technology transformation environments. Proven ability to develop and deliver high-quality visual, verbal, and written communications. Experience working across departmental boundaries, particularly with Finance and IT. Ability to work collaboratively with colleagues at all organizational levels to drive sustainable change. Experience serving as a trusted advisor to senior leadership. Ability to work independently under tight deadlines. Excellent written and verbal English communication skills. Bachelor’s degree or equivalent experience.

Desirable

Experience with SAP implementation for HR. Knowledge or certifications in SAP Activate, PRINCE2. Familiarity with JIRA.
