About Us

Richmond and Wandsworth Councils are seeking a Programme Manager to lead our Adult Social Care Transformation Programme

Our vision is to transform services in Adult Social Care and Public Health to focus on prevention and early intervention where possible, facilitate individuals and their carers to build on their strengths, promote their wellbeing and achieve the outcomes they want, whilst delaying and reducing the need for long-term support from the Council.

Our Adult Social Care and Public Health Transformation Programme is seeking to integrate health and care, improve our social care operating model to respond to and manage increased demand, support local care markets to be more sustainable, have a high-performing internal and external workforce, and accelerate digital innovation.

About the Programme

The Programme Manager will be responsible for overseeing and delivering the programme of work, including component workstreams (projects) and project delivery resources. The Programme Manager will be responsible for delivering overall outcomes, to time and budget.

Key Responsibilities

  • Develop and implement programme and project management methodologies
  • Manage a diverse team of delivery resources, including project managers and project officers
  • Engage with a complex stakeholder landscape, including elected members, partners and key stakeholders
  • Deliver transformational change, including contributing to and leading on change management programmes
  • Establish connections and credibility with senior stakeholders to collaborate and challenge where necessary
  • Design, plan and scope projects and programmes
  • Influence, negotiate and persuade in challenging circumstances
  • Write and present complex reports
  • Prioritise and work with minimal supervision

Requirements

  • Detailed working knowledge and understanding of programme and project management methodologies
  • Good understanding of local government, adult social care and NHS healthcare
  • Management experience, including matrix management of staff
  • Successful delivery of complex programmes/projects
  • Relevant Project Management professional qualification or equivalent level of experience
