Job Summary

Leidos is seeking a highly skilled Procurement Specialist to join our team. As a Procurement Specialist, you will be responsible for managing the procurement cycle, including negotiation of non-disclosure agreements and teaming agreements, preparation of solicitation packages, evaluation of subcontractor proposals, price analysis, negotiation of terms and conditions, subcontract administration, issue resolution, and closeout activities.

Key Responsibilities
  • Negotiate and manage non-disclosure agreements and teaming agreements with subcontractors.
  • Prepare and issue solicitation packages to subcontractors, ensuring compliance with Leidos processes and procedures.
  • Evaluate and assess subcontractor proposals, conducting thorough price and cost analysis.
  • Negotiate pricing and terms/conditions with subcontractors, ensuring fair and competitive agreements.
  • Administer subcontracts of various types and complexity, ensuring timely and cost-effective delivery.
  • Identify and resolve moderate issues and problems on assigned subcontracts, making recommendations to management as needed.
  • Perform subcontract close-out activities, ensuring all necessary documentation is completed and filed.
  • Analyze risks and identify risk mitigation strategies to ensure successful project delivery.
  • Act as primary interface between subcontractors and program management, resolving issues and concerns in a timely and professional manner.
  • Regularly interact with program management, contracts, project control, finance, business development, and customers as required.
Requirements
  • Prior experience in procurement or a related field, with a degree or equivalent qualification.
  • Experience negotiating terms and conditions, with a proven track record of successful subcontract management.
  • Strong organizational, written, and oral communication skills, with the ability to work independently and as part of a team.
  • Ability to multi-task and work in a fast-paced environment, with a strong attention to detail and problem-solving skills.
  • Basic knowledge of English or Scottish Law, with proficiency in word processing, electronic spreadsheet, analysis techniques, and workstation tools.
  • Clearance to Start SC, with the ability to obtain Clearance for Role SC.
