Position Overview

Fixed Term Position

In collaboration with the Welsh Government, the Executive's mission is to deliver robust leadership and strategic guidance while facilitating the achievement of national objectives and standards.

The newly established NHS Wales Executive plays a pivotal role in the National Clinical Framework (NCF) model through the restructured National Strategic Clinical Networks. These networks are essential for bridging the gap between knowledge and practice within the Learning Health and Care System as outlined in the National Clinical Framework. Their integration within the Executive allows them to meet the expectations set forth in the Executive's Mandate and Remit Letter. The National Strategic Clinical Networks have evolved from previous national clinical networks and major conditions implementation groups, also addressing areas that have not previously benefited from such frameworks.

Strategic Clinical Networks serve as a vital national platform for collaboration among key stakeholders, including NHS Wales, the Welsh Government, and the third sector, aimed at enhancing outcomes and experiences for the Welsh population. Continuous improvement and transformational change across various services and methodologies are central to this role, supporting efforts at national, regional, and local levels.

Key Responsibilities

Provide professional and clinical guidance to the network, serving as the primary contact for stakeholders.

Articulate the network's vision for future health services in a manner that inspires the clinical community, focusing on outcome improvement within a value-based framework from national policy to local execution.

Act as a deputy for the National Clinical Lead, engaging with health board executive leaders as necessary.

Collaborate with key stakeholders across Wales, the UK, and internationally, including health boards, trusts, the third sector, and the Welsh Government.

Encourage colleagues to innovate and resolve challenges, prioritizing the population's best interests and fostering collective accountability for decisions.

The NHS Executive collaborates on behalf of the Welsh Government, working within the NHS in Wales and is supported by Public Health Wales.

Our primary goal is to enhance the quality and safety of care, leading to improved and equitable outcomes, access, patient experiences, reduced variability, and advancements in population health.

We achieve this by providing strong leadership and strategic direction, enabling and guiding NHS Wales to transform clinical services in alignment with national priorities and standards.

Qualifications and Experience

Essential

  • Fully qualified in a recognized clinical discipline.
  • Demonstrated commitment to ongoing professional development.
  • Familiarity with Welsh Government and NHS Wales policy frameworks.
  • In-depth understanding of national perinatal policies and the Maternity and Neonatal Network work plan.

Desirable

  • Publications or presentations in relevant fields.
  • Advanced degree qualifications.
  • Active involvement in enhancing improvement capabilities and system leadership.
  • Insight into current challenges facing NHS Wales.
  • Evidence of healthcare research or innovative service initiatives.
