Role Overview:

The Lead Structures Assessment Manager is responsible for steering the execution of the Structures Assessment Program within the designated area, supervising a team of inspectors and subcontractors while managing a substantial annual budget. Core responsibilities encompass financial oversight, sanctioning compensation events, and ensuring stringent cost management. This role necessitates effective collaboration with both internal teams and external partners, fostering robust relationships. The manager is also tasked with guaranteeing the integrity of inspections, the precision of reports, and adherence to health and safety regulations.

Key Responsibilities:

Direct the Structures Assessment team to strategize, schedule, and conduct Principal, General, and Special Structures Assessments in accordance with established timelines, budgets, protocols, standards, guidance, and industry best practices. This includes all highway structures within the relevant contract, particularly large and intricate structures. Ensure the comprehensive delivery of the structures assessment portfolio within the agreed program, budget, and quality benchmarks. Supervise the contracted services for structures assessments. Monitor the assessment program and the progress of inspectors, providing updates as necessary. Confirm that Work Package Plans and all Risk Assessments and Method Statements (RAMS) are established for assessments, offering guidance to inspectors when needed. Collaborate with the Roadspace Coordinator to guarantee that roadspace, traffic management, and access arrangements are adequately organized. Ensure that assessments are conducted in compliance with standards set forth in the relevant contracts and guidelines. Explore and investigate innovative technologies for conducting assessments.

Ideal Candidate Profile:

Certified as a Senior Inspector on the Bridge Inspector Certification Scheme (BICS) or actively pursuing qualification with demonstrable evidence of essential competencies. Experienced in planning and executing various types of assessments, with a background in traffic management and access equipment planning. Skilled in identifying and categorizing a wide array of defects according to current highway assessment standards. Proven ability to inspire and guide others regarding structures assessments, repair suggestions, and reporting. Familiarity with rail possessions and managing associated access protocols. Background in managing projects and programs effectively. Knowledgeable about the National Highways IAMIS database and Bridge Management Systems. Comprehensive understanding of the latest National Highways assessment codes and guidelines. Certified in Confined Spaces, IPAF, PASMA, and PTS.
