Role Overview:

The Lead Structures Assessment Specialist is responsible for spearheading the execution of the Structures Inspection Program within the designated area, supervising a team of inspectors and subcontractors while managing a substantial annual budget. Essential responsibilities encompass financial oversight, sanctioning compensation events, and ensuring stringent cost management. This position necessitates effective collaboration with both internal teams and external partners, fostering robust relationships. Additionally, the specialist is accountable for upholding the quality of inspections, ensuring the precision of reports, and adhering to health and safety regulations.

Key Responsibilities:

Supervise the Structures Inspection team to strategize, schedule, and conduct Principal, General, and Special Structures Inspections in accordance with established timelines, budgets, protocols, standards, guidance, and industry best practices. This includes all highway structures within the relevant contract, encompassing large and intricate structures. Ensure the comprehensive delivery of the structures inspection portfolio within the set program, budget, and quality benchmarks. Oversee contracted operations related to structures inspections. Monitor the inspection schedule and the progress of inspectors, providing updates as necessary. Ensure that Work Package Plans and all Risk Assessments and Method Statements (RAMS) are prepared for inspections, offering guidance to inspectors when needed. Collaborate with the Roadspace Coordinator to guarantee that roadspace, traffic management, and access arrangements are adequately organized. Ensure that inspections are conducted in compliance with standards outlined in the relevant contracts and manuals. Explore and investigate innovative technologies for enhancing inspection processes.

Ideal Candidate Profile:

Certified as a Senior Inspector on the Bridge Inspector Certification Scheme (BICS) or actively pursuing qualification with demonstrable proof of required competencies. Experienced in planning and executing various types of inspections, with a background in traffic management and access equipment planning. Proficient in identifying and categorizing a wide array of defects according to current highway inspection standards. Proven ability to inspire and guide others in matters related to structures inspections, repair suggestions, and reporting. Familiarity with rail possessions and the management of associated protocols. Background in managing projects and programs effectively. Knowledgeable about the National Highways IAMIS database and Bridge Management Systems. Comprehensive understanding of the latest National Highways inspection codes and the Inspection Manual for Highway Structures. Certified in Confined Spaces, IPAF, PASMA, and PTS.
