Position Overview: The successful candidate will collaborate closely with the Head of Emergency Preparedness, Resilience, and Response (EPRR) and the Mortuary Lead to offer specialized guidance, information, and support in emergency and contingency planning to Trust-wide personnel and committees. This role is crucial in ensuring compliance with statutory requirements as outlined in the Civil Contingencies Act 2004 and other pertinent policies and standards.

Key Responsibilities:

  • Analyze national policies, guidance, and regulations to assess their implications for the Trust's emergency planning responses.
  • Understand the roles and responsibilities of all organizations involved in responding to business continuity, critical, or major incidents.
  • Implement risk management principles and practices within the Trust, focusing on governance in the NHS.
  • Assist the Head of EPRR and Mortuary Lead in executing business continuity plans and generating regular reports throughout the year.
  • Prepare and present professional written and oral reports on EPRR matters to the Executive Management Board and stakeholders.
  • Participate in working groups related to hospital refurbishment projects, providing expert opinions and advice.
  • Oversee the planning, procurement, installation, and maintenance of Incident Control Centre equipment, ensuring user familiarity with the facilities.
  • Review and update emergency and business continuity plans for all Trust services.

Training and Development: Develop and deliver specialized training and exercises for all staff groups to ensure safety for both staff and patients. Conduct comprehensive debriefings and create action plans with recommendations to address any identified gaps or weaknesses in the Trust's systems.

Staff Management:

  • Support senior staff in implementing changes related to emergency planning and resilience.
  • Represent the Trust in meetings with relevant authorities regarding emergency planning.
  • Assist in developing innovative approaches to optimize the use of resources in emergency planning.
  • Act as the deputy for EPRR in the absence of the Head of EPRR/Mortuary Lead, making policy and operational decisions as authorized.

Financial Oversight:

  • Manage financial resources associated with EPRR, including budget monitoring and procurement.
  • Lead projects aimed at enhancing financial management in collaboration with the Head of EPRR.
  • Contribute to the business planning process by preparing capital and revenue business cases.

Communication and Reporting:

  • Maintain the EPRR intranet section, ensuring content is current and accessible.
  • Collaborate with the Communication Department to establish effective communication lines for incident response.
  • Produce quarterly reports on emergency planning progress, incidents, and exercises.
  • Lead communication exercises and generate reports identifying findings and lessons learned.

Teaching and Training:

  • Foster a positive learning environment for new staff and learners, ensuring competency assessments are met.
  • Develop and support an ongoing EPRR strategy for refresher training in incident management.
  • Coordinate training on HAZMAT/CBRNE and ensure quality delivery of emergency planning training programs.

Information Management:

  • Educate others on national emergency planning requirements and lead on risk management initiatives.
  • Maintain a database of major incidents and review guidance to ensure compliance with Trust policies.

Professional Development:

  • Demonstrate a commitment to continuous professional development and maintain relevant professional registrations.
  • Engage with internal and external partners to enhance emergency planning capabilities.
