About the Role

We are seeking an experienced Emergency Planning Manager to join our team at Chelsea and Westminster Hospital NHS Foundation Trust. As a key member of our Emergency Planning team, you will play a critical role in ensuring the Trust's preparedness and response to emergencies and business continuity incidents.

Key Responsibilities
  • Support senior staff in the implementation and management of changes relating to emergency planning and resilience.
  • Review national policies, guidance, and regulations to determine how they apply to the Trust's response within the field of emergency planning.
  • Understand the principles and practice of risk management, investigation, and mitigation in the context of governance in the NHS and implement mitigation measures within the Trust.
  • Support the Head of EPRR/BC and Lead for Mortuaries to deliver the business continuity arrangements and produce regular reports throughout the year.
  • Act as a member of working groups in relation to hospital refurbishment project works and provide professional opinion and advice.
  • Responsible for the planning, procurement, installation, and maintenance of Incident Control Centre equipment and ensure that the users are familiar with the facilities.
  • Review and maintain emergency and business continuity plans for all services across the Trust.
  • Development and delivery of specialist training and exercises to all staff groups across the Trust to ensure staff and patients maintain safety.
  • Ensure comprehensive debriefing and action plans including associated recommendations to address gaps/weaknesses in the Trust's systems.
Requirements
  • Masters degree or equivalent experience in Health Emergency Planning.
  • Qualification in Business Continuity.
  • Training qualification or equivalent experience.
  • Qualification (Level 5 or above) in Leadership and Management with proven line management and staff reporting experience.
  • Motivational skills to encourage collaborative working to improve services/performance where there may be resistance to change.
  • Evidence of delivering exercises that test emergency and business continuity plans.
  • Evidence of supporting the development of Incident Response Plans such as pandemic, adverse weather, evacuation, and major incident.
  • Ability to work collaboratively and engage others in service development.
  • Ability to critically analyze and interpret a range of complex facts, situations, and information.
  • Plan, organize, and deliver a wide variety of specialist training for both clinical and non-clinical staff, adjust protocols as guidance develops.
  • Role model of professionalism even when under work pressures.
  • Ability to work as part of a team and on own initiative with minimum supervision.
  • Experience of delivering a service within financial constraints.
  • Knows and can meet all Trust Values.
Desirable Qualifications
  • UKHSA Loggist Train the Trainer.
  • Senior EMERGO Instructor.
  • HMIMMS Instructor.
  • Experience of working in the NHS with responsibility for emergency planning.
