The Trust Emergency Planning Manager will work closely with the Head of EPRR/BC and Lead for Mortuaries to provide expert advice, information, and support to Trust-wide staff and committees. This role is responsible for ensuring the Trust meets its statutory obligations under the Civil Contingencies Act 2004 and other relevant policies, guidance, and standards.
Main Responsibilities- Review national policies, guidance, and regulations to determine their application to the Trust's response in emergency planning.
- Understand roles and responsibilities of responding organizations in business continuity, critical, or major incidents.
- Implement risk management, investigation, and mitigation measures within the Trust, ensuring compliance with NHS governance principles.
- Support the Head of EPRR/BC and Lead for Mortuaries in delivering business continuity arrangements and producing regular reports.
- Develop and deliver professional written and oral reports on EPRR matters to Executive Management Board and stakeholders.
- Act as a member of working groups for hospital refurbishment project works, providing professional opinion and advice.
- Plan, procure, install, and maintain Incident Control Centre equipment, ensuring users are familiar with the facilities.
- Review and maintain emergency and business continuity plans for all services across the Trust.
- Develop and deliver specialist training and exercises for staff to ensure safety and patient well-being.
- Conduct comprehensive debriefing and action planning, including recommendations to address gaps or weaknesses in the Trust's systems.

Person Specification- Masters degree or equivalent experience in Health Emergency Planning.
- Qualification in Business Continuity.
- Training qualification or equivalent experience.
- Qualification (Level 5 or above) in Leadership and Management with proven line management and staff reporting experience.
- Motivational skills to encourage collaborative working to improve services/performance where there may be resistance to change.
- Evidence of delivering exercises that test emergency and business continuity plans.
- Evidence of supporting the development of Incident Response Plans such as pandemic, adverse weather, evacuation, and major incident.
- Ability to work collaboratively and engage others in service development.
- Ability to critically analyze and interpret complex facts, situations, and information.
- Plan, organize, and deliver specialist training for both clinical and non-clinical staff, adjusting protocols as guidance develops.
- Role model of professionalism even when under work pressures.
- Ability to work as part of a team and on own initiative with minimum supervision.
- Experience of delivering a service within financial constraints.
- Knows and can meet all Trust Values.
