Business Continuity and Emergency Planning Specialist

Job Summary
Role Purpose
To support the Head of Civil Contingencies in carrying out the emergency planning and business continuity function for the whole council, ensuring compliance with the Civil Contingencies Act 2004 and Resilience Standards for London. To deputise for the Head of Civil Contingencies in their absence and lead on emergency planning and business continuity projects to ensure Harrow Council is prepared for emergencies.
Key Responsibilities
- Implement the Council's Equal Opportunities Policy in relation to job responsibilities.
- Ensure compliance with the council's health and safety policy and promote a positive health and safety culture.
- Participate in the council's performance appraisal and development initiatives.
- Comply with the council's information security policies and maintain confidentiality.
- Converse with customers and provide advice in accurate spoken English.
- Liaise with council officers, emergency services, outside agencies, partners, and voluntary groups in developing and testing emergency plans and business continuity plans.
- Serve on committees, forums, and working parties for the preparation, development, review, and testing of emergency plans and business continuity plans.
- Assess training and exercising requirements of Emergency Response Officers and council staff, and develop, implement, and deliver appropriate training and exercises.
- Respond to emergencies outside of normal working hours.
Requirements
Essential Skills and Experience
- Detailed knowledge of emergency planning, business continuity, local government, and the Civil Contingencies Act 2004.
- Experience of researching and developing plans/policies.
- Experience of building relationships at all levels within an organization and with external partners.
- A high standard of education, such as a degree in a relevant subject, or significant experience in Emergency Planning & Business Continuity.
