About the Role

Chelsea and Westminster Hospital NHS Foundation Trust is seeking an experienced Emergency Planning and Resilience Manager to join our team. As a key member of our emergency planning team, you will be responsible for providing expert advice and support to ensure the Trust meets its statutory obligations in line with the Civil Contingencies Act 2004 and other relevant policies, guidance, and standards.

Main Responsibilities

  • Review national policies, guidance, and regulations to determine how they apply to the Trust's response within the field of emergency planning.
  • Know and understand roles and responsibilities of all responding organisations in the event of a business continuity, critical, or major incident.
  • Understand the principles and practice of risk management, investigation, and mitigation in the context of governance in the NHS and implement mitigation measures within the Trust.
  • Support the Head of EPRR/BC and Lead for Mortuaries to deliver the business continuity arrangements and produce regular reports throughout the year.
  • Produce and deliver professional written and oral reports regarding EPRR matters to Executive Management Board and stakeholders.
  • Act as a member of working groups in relation to hospital refurbishment project works and provide professional opinion and advice.
  • Responsible for the planning, procurement, installation, and maintenance of Incident Control Centre equipment and ensure that the users are familiar with the facilities.
  • Review and maintain emergency and business continuity plans for all services across the Trust.
  • Development and delivery of specialist training and exercises to all staff groups across the Trust to ensure staff and patients maintain safety.
  • Ensure comprehensive debriefing and action plans including associated recommendations to address gaps/weaknesses in the Trust's systems.

Key Skills and Qualifications

  • Masters degree or equivalent experience in Health Emergency Planning.
  • Qualification in Business Continuity.
  • Training qualification or equivalent experience.
  • Qualification (Level 5 or above) in Leadership and Management with proven line management and staff reporting experience.
  • Motivational skills to encourage collaborative working to improve services/performance where there may be resistance to change.
  • Evidence of delivering exercises that test emergency and business continuity plans.
  • Evidence of supporting the development of Incident Response Plans such as pandemic, adverse weather, evacuation, and major incident.
  • Ability to work collaborative and engage others in service development.
  • Ability to critically analyse and interpret a range of complex facts, situations, and information.
  • Plan, organise, and deliver a wide variety of specialist training for both clinical and non-clinical staff, adjust protocols as guidance develops.
  • Role model of professionalism even when under work pressures.
  • Ability to work as part of a team and on own initiative with minimum supervision.
  • Experience of delivering a service within financial constraints.
